Regional hunting associations ENALCACE e CAMPANIA FEDERCACCIA even if at a time when our country, the whole world, is plagued by a pandemic virus that is bringing pain, suffering, anxiety, fear and death to the population, hoping that we can start as soon as possible resumption of activities and, above all, of those habits of life that are segregated today, they intend in any case to offer their own contribution and suggest improvement the contents of the proposal to make it more shareable. For this purpose, entering into the merits, it is noted as a matter of priority that the appeal in the introduction to the precautionary principle present in the proposal, because it lacks any analysis of the risks associated with the choices in the hunting calendar.
There is no description of what potentially negative effects exist on the choices that are going to be included in the calendar, nor the evaluation of the possible consequences. The data of the Key concepts and the Guide to the discipline of hunting in the context of Directive 79 / 409CE on the conservation of wild birds, correctly applied, exclude the existence of the risk. Available data from various international, national and regional studies demonstrate that the hunting season conducted with the dates of Law 157/92, art. 18, is completely compatible with the favorable conservation of huntable species (ZENATELLO ET 2014 - NARDELLI ET AL 2015 - NAGJ ET AL 2014 - BIRDLIFE INTERNATIONAL 2015).
Finally, it has been noted that the ISPRA Guide to Hunting Calendars, which is a simple technical document repeatedly described by the Regional Administrative Courts as a non-binding reference, appears as an essential basic element, if not the only one, on which the Calendar has been built. object, not representing "Such Guide" the official document that the law requires for the approval of the hunting calendar, but if anything the current legislation, national and regional, the community directives, the Key Concepts, the interpretative guide of the European Commission, studies and research on the state of the populations of the individual species sampled, the regional hunting associations ENALCACCIA and FEDERCACCIA CAMPANIA PROPOSE the following changes to the draft calendar in question:
A - Elimination of the reference to the precautionary principle present in the introduction;
B - Pre-opening on 2 - 6 and 13 September 2020: hooded crow, magpie, jay and wood pigeon (only from stalking);
C - On 2 and 6 September: Tortora (only from stalking);
D- Bring the closure of the sampling of the "quail" species to November 30, 2020;
E - Bring the closure of the species "blackbird" as of December 31, 2020;
F - Reduce the collection of the "pheasant" species by bringing it to December 31st (with the proviso that after November 30th the collection is allowed only in the presence of adequate collection plans drawn up by the AATTCC);
G– Species that can be hunted from the 3rd Sunday of September 2020 as of January 31, 2021: teal, gadwall, pintail, coot, water rail, mallard, moorhen, gargane, wigeon, shoveler, snipe and whisk (the latter two species exclusively in roaming hunting);
H - Bring the closure of the sampling to the "lark" and "common hare" species to 31 December 2020,
I- Bring the closure of the levy to the species "Song thrush" and "redwing thrush" and "cesena" as of January 31, 2021,
L– Species that can be hunted from 10 October 2020 to 10 February 2021, add "wood pigeon" with the limitation of a maximum collection of 5 head per day in the period 2 January - 10 February 2021.
“Natura 2000” network areas In this way modify the periods and species that can be hunted in Psic - Sic and Zps areas:
1 - from 1 October 2020 to 8 November 2020: quail;
2 - from 1 October 2020 to 20 January 2021: song thrush - redwing thrush - cesena;
3 - from 1 October 2020 to 10 January 2021: woodcock.
Use and training of dogs
