The Technical Office of the National Free Hunting Association expresses its criticisms on the Lazio Region Hunting Calendar, “we go back instead of making innovative choices”.
Of the Regional Venator Calendars promulgated after the approval of the Community Law of 2009 and of those currently being drafted, the deed prepared by the Lazio Region, for the 2013-2014 season, is the result of an unidentified political mediation not justified by technical or legal elements regarding some choices. In the face of those who said; “That would have been an innovative calendar”! For reasons of space and time we will not spend any more and we will refer only to the species, certainly the most interesting from a hunting point of view and affected by “not exactly impartial” choices by the Hunting Department. ANATIDI: why have the annual game boxes been included for the following species Canapiglia (page 16), Marzaiola (page 21), Shoveler (page 18), Pochard (page 19), Snipe (page 23), Whisk (page 24)? Not even ISPRA requires the quota of the species listed above (see Guide to the drafting of the Venator Calendars and pages reported above) and not even the "screen" of the poor state of conservation of the same justifies it. It is interesting to note that in the premises of the deed, the office cites: the latest data on wintering aquatic birds in Lazio collected in the volume “Brunelli M., Corbi F., Sarrocco S., Sorace A. (A Cura Di) , 2009.

", Show a numerical increase for all the huntable species of the Anatidae family with the exception of the Codone (Anas Acuta), for which, however, the slight decrease is not attributable, according to scientific literature, to hunting but probably to habitat changes and capture in African wintering areas. By virtue of what supervening scientific and environmental needs are the daily game bags then reduced and the annual ones added?
It is embarrassing, also by virtue of the Lazio TAR, which gives full reason to the hunting world and, to the choices of the previous Administration, with the ordinance n. 3866/2012 REG.PROV.CAU of the Regional Administrative Court for Lazio (Section Prima Ter) which refers to appeal no. 07586/2012 Reg.RIC rejects the appeal of the wwf and various animal rights activists.
Since someone does not understand, it is good to remember for the umpteenth time that:
The Ministry of Agricultural Policies with note 0008600 dated 17/04/2012 identified the Species for which the European Management Plans are present, giving Ispra the task of drawing up national management plans, using the European ones. The aforementioned species are NOT included among those for which a possible quota and management plan is envisaged. Consequently, the "justification" in the act, for quoting the game bags, is not in line with what is suggested by the competent Dicastery, which instead refers to the six, for which this instrument is "advisable". It should be noted that the quota of these species is "coincidentally" very dear to our local environmentalists-animalists.
It is good to remember that the species for which the European Commission has drawn up a specific management plan, also agrees the Ministry of Agriculture on a possible quota, in the absence of specific Regional and National data that justify the overcoming of the ISPRA indications and, Agricultural policies, are: Skylark, quail, pintail, turtle dove, lapwing.
Skylark: The Office reduces the daily game bag, taking it from 20 to 10 (?). Here too, science, the law, the community directive, the Lazio TAR, gives reason to the hunting world, what is the justification for having implemented this reduction?
Quail: the office closes the hunting session at the end of October, why did the hunting office not keep the previous address? And why did he not use the data relating to the MITO 2000 project “Common birds in Italy, population trends from 2000 to 2010 drawn up by the Lipu. It is true that ISPRA in its guide requires the withdrawal to be closed on 31 October but the same does not give explanations in this regard.
Moretta: here too, why exclude it from the calendar, moreover Ispra does not give a valid scientific motivation, while there are data and judgments that endorse its careful sampling.
To conclude, the "choices" reported above made by the Region appear substantially preconceived with regard to the hunting activity and find no technical or legal justification!
