During yesterday morning, Thursday 7 March, in Lombardy region the hunting associations have seen the cards related to proposals for derogations to the birds directive for the next hunting season and relating to the containment of reversals for the containment of damage to crops, withdrawal for limited periods and small quantities of finch, brambling and starling, captures limited quantities of song thrush, stone thrush, cesena and blackbird for lure purposes. Federcaccia, Anuu, CPA, ACL, Libera Caccia and Italcaccia were present.
The proposals prepared by the Regional Offices meet all the requirements of the Birds Directive, and each step seems motivated and technically sustainable, and a lot has been acknowledged by the AVVs. Federcaccia, in the person of the regional vice president Lorenzo Bertacchi, argued that the levy in derogation of the transfer motivated by the containment of damages, although objectively and spatially very limited, at the moment must be maintained, finding the support of the other associations in the face of ANUU proposal to waive this form of derogation. FIdC has also suggested (meeting the support of the other associations present) to extend the picking period of the finch from 13 October to 25/30 October, as well as theopening of the roccoli at least until 20 December for Sassello and Cesena.
Federcaccia also insisted that, following ISPRA's response, the Regional Council would also be negative by the end of May to adopt by resolution the proposals sent to ISPRA: in this way the time would be sufficient for a possible examination by the Administrative Judge before the start of sampling, avoiding any risk of infringement proceedings. Federcaccia also observes that the Offices and the Council, in evaluating and reasonably departing from any negative opinion of ISPRA, will have to focus only on any technical disputes, and certainly not on the political evaluations of the aforementioned institution, unable to provide data, but always ready to enter into the merits of political choices to safeguard our cultural / rural heritage.
