Alessandro Sala - "Common sense has finally prevailed also with regard to the material and characteristics of the ring which will be determined by the executive body. The proposal simplifies and reduces, and not a little, the obligations of hunters in possession of live decoys, while continuing to guarantee what were the purposes of the database. However, it immediately occurs to me that among these there should have been not only the knowledge of the heritage of live decoys in the possession of Lombard hunters, but the continuation of the catches of the same in the plants (roccoli) managed by the Provinces. Which at the moment is not guaranteed and not just because of the Region as some instead like to believe.
Some management aspects of the Alpine areas and areas will then be modified, such as the reduction of the board of auditors from three to one and in the areas the election of the president of the management committee will be entrusted to the committee itself and no longer to the assembly of shareholders, as is already the case in the fields.
It is clear that the amendments presented respond to the purposes of the law under discussion: to simplify the obligations that Lombard citizens are called upon to observe. It was therefore not possible at this time to imagine a global revision of law 26/93, a revision that must take place as soon as possible if it is true that with the reforms of the regional autonomy system approved by the Council on 20 June last, the functions concerning hunting and fishing have been transferred from the Provinces to the Regions themselves. However, I believed, according to a maxim that has always characterized my work, that is "those who have time, do not wait for time", to present further amendments while respecting what is the purpose that the law under discussion proposes.
So I proposed to reduce the number of members of the management committees of the territorial hunting areas, respecting the provisions of the national legislation 157/92 which in paragraph 10 of article 14 peremptorily establishes the percentages to be attributed to the representatives of associations and entities that are entitled to compose the committee itself. They will go from twenty to eleven, with lower expenses and more rapidity in making decisions.
Faced with blatant injustices, often the result of unjustified hunting selfishness, which unfortunately have occurred in recent years with disarming periodicity, I decided to propose that I oppose the provisions of the provinces, areas and alpine districts adopted in the field of hunting, excluding those relating to hunting. application of administrative sanctions, hierarchical recourse to the council of our region is allowed without being forced to turn to ordinary or administrative judges, with considerable expenses and long times.
Taking into account the continuous and irreversible decline in the number of hunters, positions that tend to limit access to just two alpine areas or areas no longer seem defensible. I therefore proposed to abolish the regional provision which requires that the hunter resident in Lombardy can be a member in only one Atc or CA of the region, in addition to the one of residence. All obviously in compliance with a relationship between hunters and pastoral agro-forestry territory that does not jeopardize effective hunting wildlife planning.
Finally, I believed that it is time to set aside counterproductive hunting selfishness, which I have just mentioned, in favor of a hoped for freedom of "hunting" movement, albeit limited and responsible. Indeed, the same is in part already guaranteed by paragraph 2 of article 35 of the lr, but it is so not only partially but also so complicated and bizarre so as to discourage the hunter who intends to take advantage of this opportunity. So I imagined that the Lombard hunter, in respect of the choice of the form of hunting exclusively, can have free of charge starting from the third Sunday of October of each hunting season of a package of ten days to carry out the hunt for migratory hunts from temporary stalking also with the use of live calls in all areas or in the area of lesser protection of the alpine areas of the region. Furthermore, in all the Atc and Ca of the province of residence and in all the Atc and Ca of those provinces in which the hunter is registered at least in one area or district, within the aforementioned ten-day package, he will be able to practice hunting wandering, and therefore not only from temporary stalking, to the migratory also are the use of the pointing dog.
These amendments of mine have been signed by the regional councilor Alberto Cavalli and by the regional councilor Fabio Rolfi.
Finally, please, do not tell me that this opportunity will end up undermining the hunting fauna planning of the Lombard ATCs and CAs or that in some areas an unacceptable presence of hunters will be created. I remain of the opinion that the limitations introduced by the national law and subsequently by the regional ones twenty years ago when the hunters were over a million and a half have no reason to exist now that the followers of Dina are reduced to half. And among these limitations to be canceled, I also include the obligation to choose a form of hunting - fixed posting, wandering in the plains and wandering in the Alps area - to be practiced exclusively. But this is a task of the national legislator. "
