Hunting in derogation: Lombardy, the regional councilor for agriculture, Gianni Fava, on the question of derogations, “Breaking down the wall in the EU”.
The Councilor for Agriculture of the Lombardy Region Gianni Fava intends to tear down the wall which, at European level, prevents the authorization of the hunting derogation. The first step in this sense is represented by the sending of a hunting project in derogation to the Department for European Policies and to the competent Directorate of the European Commission. OPINION SENT TO EU - "I have sent - explains the regional councilor with responsibility for hunting - to the Department for European Policies and the Environment Directorate of the European Commission a project that contains the guidelines we would like to take to arrange the opening of hunting in derogation in Lombardy. On that project, I asked for a formal opinion from the European Commission with the aim of obtaining the information necessary to reach a derogatory regime that respects the Community directives ".
PASSWORD: LEGALITY - “The password - assures the commissioner - will remain 'legality'. In the past years, the pressures exerted by the hunting associations have led the policy to make wrong choices, up to a derogation regime that is not consistent with the Community regulations. This has dragged Italy and, in particular, Lombardy, into an advanced state of the infringement procedure. Today the adoption of administrative acts, without prior consultation with the internal bodies (Ispra and the Ministry of Community Policies) and validation by the European Commission, could cost dearly to the pockets of Lombard taxpayers, who would have to bear the weight of the financial penalties that would be triggered. due to the Community infringement procedure ".
INNOVATIVE SCOPE OF THE PROPOSAL - “Compared to the past - continues Fava - science and jurisprudence take on a fundamental value in this proposal. The calculation of the small quantities that can be withdrawn in derogation is carried out with the aid of the most reliable scientific publications on the subject; the derogation is limited to only three species (starling, finch and brambling), monitoring systems are introduced to ensure compliance with the quantitative limits set for sampling, providing, if necessary, even the adoption of innovative systems such as the use of sms technology on the basis of what is already happening in other European countries (for example Malta) ".
REGION'S COMMITMENT - “The Lombardy Region's commitment on the issue is indisputable - assures the commissioner - as well as the fact that for no reason I will expose Lombard citizens to the risk of a heavy financial penalty. We will make known the results of the open dialogue with the Ministry and the European Commission as soon as we get hold of them. On these results we will therefore open the comparison and further study with those hunting associations that already in recent months have shown responsibility towards the community and a spirit of collaboration with my Department ".
