Agriculture Commission
The process of the proposed law first signed by Lega deputy Francesco Bruzzone to amend the law n. 157/1992 relating to wildlife and the regulation of hunting activity. The main proposed changes concern primarily legal certainty for hunting calendars, through a revision of the procedures that the regions will have to follow to approve hunting calendars. In essence, the regions will have to enact regional laws on five-year hunting planning and in this context they will have to be contents of the regional hunting fauna plan, superordinate to the calendar, and the regional hunting calendar.
Breeding and use of live decoys
Every year, to adapt to the needs and consistency of the individual species, the regions will establish the maximum seasonal limit for each individual species. A second point is related to the inclusion in law 157 of the orientation of the jurisprudence in this country, which clarifies the breeding and use of live decoys, declaring those that come from farms clearly of a domestic nature and therefore not subject to the rules live capture calls. This will allow us to resolve the distortions and the many disputes that have arisen recently in all regions where live decoys are used for stalking. A third point concerns hunting options, in fact in 1992, the year law 157 was issued, there were 1.800.000 hunters in Italy. Today there are around 500.000 of them and there is no longer any need to divide the forms of hunting and the different types of hunting activities. As regards ungulates, which have recently developed a lot in our country, the qualifications that the individual hunter obtains must be valid throughout the national territory and not just in a single province or region. Furthermore, some rules will be introduced to adapt ungulate hunting to modern techniques, for example regarding optics.
A sustainable bill
“When writing a bill it is easy to insert arguments that many like, sometimes so beautiful that they remain a pure illusion or electoral propaganda towards hunters. Hunters can no longer be fooled with electoral propaganda or with excessively demagogic proposals that cannot be supported. This is why I wanted to present a sustainable bill, which gives hunters the certainty of being able to act calmly, also adapting to modern times. As we have often seen, certain propaganda proposals have short legs and last a few days before coming to a bad end. I thank the president of the commission, my colleague Mirco Carloni, who proposed me as rapporteur of the bill. This will allow me to deal with the proposal personally and carry it forward until approval, because I am certain of the sustainability of the contents.
