Hunting: Veneto, pre-opening to the restored Tortora; the Regional Council adjusts the 2014-2015 Hunting Calendar with its own Decree.
With the Decree of the Regional Council n.131 of 3 September 2014 concerning: “Hunting season 2014/2015. Integration to the regional hunting calendar approved with DGR n.1074 of 24.06.2014, with reference to the pre-opening sampling of the Tortora species only ", some additions to the 2014/2015 hunting calendar are introduced by providing for the reduction of the maximum daily bag per hunter for the species Turtle dove from 10 to 5 animals and pre-opening hunting of the same species for a total of four days on days 6,7,13 and 14 September 2014.

Subject: 2014-2015 Hunting Season. Integration of the Regional Hunting Calendar approved with DGR n.1074 of 24.06.2014, with reference to the pre-opening sampling of the Tortora species only.
Notes for Transparency:
Additions to the Hunting Calendar for the 2014-2015 Season are decreed following the precautionary decree of the President of the Veneto TAR n.449 / 2014 of 28.08.2014
PRESIDENT
GIVEN the law n.157 / 92 “Regulations for the protection of homeothermic wildlife and for hunting”;
CONSIDERING the Regional Law n.50 / 93 “Rules for the protection of homeothermic wildlife and for hunting”, transposing Law 157/92;
GIVEN the resolution n.1074 of 24.06.2014 with which the Regional Council defined the calendar for the hunting exercise of the Veneto for the 2014-2015 season;
GIVEN the recourse to the Veneto TAR n.1155/2014 proposed by the Association Victims of the Hunt for the annulment after suspension of the effectiveness of the Regional Council resolution n.1074 of 24.06.2014 limited to articles 1 and 9 annex B as regards the period and the game bag relating to the pre-opening hunting of the Tortora species;
GIVEN the precautionary decree of the President of the Veneto TAR with which the effectiveness of the aforementioned resolution was suspended limitedly to articles 1 and 9 annex B as regards the period and the game bag relating to pre-opening hunting of the Tortora species;
CONSIDERING the indication coming from the same ordinance, according to which the Region may, "in compliance, redetermined in accordance with the ISPRA opinion or even otherwise, provided that with adequate completed and documented technical documentation";
CONSIDERING therefore to comply with the provisions of the aforementioned precautionary decree, to order the reduction of the pre-opening period of the maximum daily bag per hunter for the Tortora species from 10 to 15 animals;
CONSIDERING also that in the pre-opening period the hunting of the Tortora species should be recalculated for a total of four days on the days 6,7,13 and 14 September 2014, in consideration of the fact that: the relative opinion of the ISPRA is based on data contradicted by the most recent literature scientific, according to which the species is not decreasing, but manifests a population in phase of increase; that the authorization to harvest during the pre-opening period does not affect the reproductive success of the species and, consequently, does not cause any damage to the stock of the population itself; that, as is clear from the historical data of the last few years in the possession of the provincial administrations, the taking of the Tortora is extremely limited, both in terms of the number of hunters involved and in terms of game bags;
CONSIDERING, therefore, that the distribution of the hunting activity in the pre-opening period over four days, instead of the three indicated by ISPRA, and in consideration of the parallel reduction of the daily game bag, does not cause any detrimental effect for the consistency of the species;
CONSIDERING the urgency that does not allow to proceed with a resolution of the regional council, therefore it is necessary to adopt this decree to be ratified in the first useful session of the council;
ON CONFORMITY PROPOSAL of the Hunting and Fishing Section, which certified the regular investigation of the practice and, after consulting the Regional Attorney, also with regard to compatibility with current state and regional legislation;
DECREES
1. To establish that, in addition to the regional hunting calendar for the 2014/2015 season approved with Resolution n.1074 of 24.06.2014 and in consideration of the precautionary decree of the President of the TAR of Veneto n.449/2014 of 28.08.2014 for the reasons mentioned in the introduction, arranges for the reduction of the maximum daily bag per hunter for the Tortora species from 10 to 5 animals and pre-opening hunting of the same species for a total of four days on 6,7,13 3 14 September 2014;
2. to submit this decree to ratification by the Regional Council in accordance with Article 6 of Regional Law 01.09.1972, No. 12 and Article 6 of Regional Law 10.12.1973, No. 27;
3. to entrust the Hunting and Fishing Section with the execution of this deed;
4. to acknowledge that, against the defects of this decree, an appeal is allowed before the Regional Administrative Court within 60 days from knowledge or, alternatively, before the Head of State within 120 days;
5. to publish this Decree in the Official Bulletin of the Veneto Region.
