In September 2018 it was approved by Regional Council of Liguria, on the proposal of Councilor Mal, the regional law n. 17/2018 to amend, after almost thirty-two years, the regional law of 25 January 1984, n. 7 (Rules for regulating the activity of taxidermy need embalming). The changes, in addition to providing for some necessary adjustments (such as the transfer of powers from the Provinces to the Region or the adjustment of the amount of sanctions from lire to euro), have introduced two main innovations:
1- the possibility of have the taxidermist prepare the remains of animals:
- even belonging to non-huntable species, found dead for reasons other than hunting, upon presentation of a veterinarian's certificate;
-belonging to huntable species, subjected after killing to long-life treatments (for example freezing) and taken to the taxidermist outside the period in which hunting is allowed, always with an adequate veterinary certificate;
2- the possibility of reporting the possession of stuffed animals to the Region, prepared before 1984, without incurring penalties.
With regard to the new law on taxidermy, the Government, on the proposal of Environment Minister Sergio Costa and Minister of Justice Alfonso Bonafede, filed an appeal with the Constitutional Court which, with sentence no. 236 filed on 15/11/2019, proved the Liguria Region right on all points: the first complaint was declared inadmissible for lack of adequate reasons, while the second and third questions of constitutionality proposed by the Government were declared not founded. After the ruling of the Council, therefore, nothing changes for the Ligurian regional rules on taxidermy which continue to be fully valid and, thanks to the changes introduced a year ago, more concrete and adequate for effective protection of the fauna (ANUUMigrators).
