The presidents of the regional sections of the Campania di Anuu Migrators, Arci Caccia, Enalcaccia, Game Producers, Italcaccia, Federcaccia e Free Hunt they wrote to the Region about a recent one Mobility Ordinance. Here is what we read in the letter: "The undersigned Regional Presidents of the aforementioned Hunting Associations, recognized in accordance withart. 34 Law 157/992, while fully sharing the ultimate aims of the marginalized ordinance, they believe that, in all likelihood, its content can be mitigated as regards the stringent prohibition imposed, with effect from 23.10.2020, on the possibility of mobility in the interprovincial context also to categories of citizens who, due to the peculiarity of the activities carried out, could never contribute to the spread of the COVID 19 virus.
The reference, of course, goes to all those playful / recreational activities, such as, for example, hunting, fishing, mushroom picking etc. which, taking place outdoors, in natural environments and in individual form, could hardly contribute to determining gathering situations, considered a primary source of spread of the infection. Undeniably, the stringent provisions contained in the marginalized ordinance, where it was intended to prohibit interprovincial movement, taking into account that, often, the hunting residence does not coincide with the registry one, deprive numerous hunters, largely resident in the province of Naples, of the possibility of exercising hunting activities, despite having regularly paid the legal fees in the amount of € 173,16, for the government concession tax, € 66,62, for the regional tax, € 31,00, for registering for each ATC, without taking into account the amount, if any, paid to acquire the possibility of accessing extra-regional AATTCCs, as well as, necessarily, for the stipulation of the insurance policy.
Again, a "denied and possible" restrictive interpretation of the order in question would deprive the holders of AATTCC other than those of Campania from reaching the neighboring regions where, for this eventuality, it would be necessary to cross provinces that do not coincide with those of residence. It is undeniable that the suspension or the fact that it is impossible to carry out hunting for some particularly invasive species would amplify the well-known and overt problems related to their spread throughout the territory in terms of damage to crops, the cause of road accidents, etc.
Having regard to the ways in which the hunting activity takes place, outdoors individually and away from the places usually frequented by people, also taking into account that, in the case of hunting, the spacing is imposed ex lege, as well as common sense, we ask to evaluate the possibility of integrating the marginalized ordinance allowing hunters from Campania to be able to reach the AATTCC, both regional and extra-regional, of registration for the 2020/21 hunting season. The undersigned Presidents of the Hunting Associations, grateful for the attention that SS.LL. will want to submit to the present request, urge the adoption of every necessary, non-postponable and urgent measure that may allow numerous citizens of Campania hunters to exercise the hunting activity in a responsible manner, as well as respectful of the marginalized ordinance, but, never, released from the canons of reasonableness.
