In view of the transition to the European Parliament of the proposed amendment of Regulation 1907/2006, which after the opinion of theEuropean Chemicals Agency (ECHA), a group of MEPs including the Italian Marco Dreosto submitted this request aimed at opposing the adoption of the draft Commission regulation with a request for resolution with these fundamental points: it is considered that the draft Commission regulation exceeds the implementing powers conferred on it by the basic legislative act and it is considered that the draft Commission regulation does not respect the principle of proportionality.
Therefore the Commission is invited to withdraw the draft regulation, as it is believed that any future restriction proposal should be practical and proportionate, exclude shooting ranges for which possible risks are already controlled and include a clear and unambiguous definition of wetland, limiting the scope to permanent water bodies, to ensure legal certainty and applicability.
It is believed that a new risk assessment and a thorough socio-economic analysis should accompany any future restriction proposal, considering the full scope of the envisaged restriction, in order to ascertain the proportionality of the measure.
