As pointed out by EPS, the need to recover and re-establish a shared path on central issues for the future of hunting in Tuscany. In the meantime, it was noted that it was immediately necessary to outline the strategic lines on which to characterize the government action: work on the plant of the New Regional Hunting Wildlife Plan, define once and for all the functions, roles and responsibilities of the ATCs, have a guarantee of resources for environmental improvements, damage prevention and territorial control. Undoubtedly the priority is to have a new Regional Hunting Wildlife Plan.
In fact, the PFVR represents the main tool through which they can be reset all management strategies and with them the irreplaceable role of public and private wildlife institutes and protected areas. It is not possible to address the various problems (damage from ungulates, loss of biodiversity, enhancement of the territories, etc.), if there is no basic planning, a "vision" of hunting wildlife planning we want for our region. It is therefore necessary to keep open the discussion tables to which all the subjects interested in the management of the territory must be present, to reaffirm the role and competences of the ATCs, build the new Regional Wildlife Plan, identify the management strategies for the relaunch of the Tuscan model.
President Rossi proposed to reach a memorandum of understanding to be signed between the organizations, the Region and the ATC focused on the following points:
• New government approach to overcome the critical issues in wildlife-hunting matters;
• Guidelines of the New Regional Hunting Wildlife Plan by 31.12.2018;
• Management model, resources, role and competences of the Territorial Areas of Hunting;
• Approval of a specific regulation concerning the regional guidelines for the determination and compensation of wildlife damage to agricultural production;
• Solidarity fund application for ATCs with lower economic income;
• List and methods of rotation for the experts in charge of assessing damage from wildlife;
Following the signing of the protocol, the Regional Council will reformulate some operational resolutions, blocked in previous meetings of the same Council and which in yesterday's meeting it was decided to postpone for further investigations.
Among the proposed acts, EPS expresses its opposition to the one that envisages the transformation of all the ZRCs into other institutes or even in the territory on planned hunting. In fact, it is necessary to transform or revoke only those that meet two requirements:
• damage from unsustainable ungulates despite active or passive prevention;
• scarce vocation for small game due to changed environmental / agronomic conditions and / or management impossibility on the part of the public.
On the other hand, interventions aimed at enhancing and promoting the Tuscan private institutes are hoped for, which represent an essential component of the land management. Below is an excerpt from an article from the Confederation of Tuscan Hunters that talks about our association and about issues dear to us:
“(…) The role of private institutes therefore also assumes great importance; in fact today for the Wildlife Hunting Companies the law delegates in addition to a planned sampling, the task of contributing to the maintenance of wildlife conservation through good management practices, aimed at safeguarding a common good such as wildlife. Therefore, no demonization of those who, in compliance with the law, contribute, albeit from the private front, to the production and maintenance of quality environment and wildlife. The national legislation itself, but also the regional laws, have long established the positivity of a union between the legitimate actors and managers of the territory in the general interest of the community. The Game Producers Authority (EPS) is certainly one of the most committed associations today, starting from its modernization and organizational strengthening, to take up the challenge of quality to extend the functions of these important institutes, to the environmental, cultural, dog lover, tourism and quality production sectors ".
