Here is the statement released by the regional sections of the Piemonte di Free Hunting, ANUUMigrators, Hunting Arches, Enalcaccia, Game Producers, Hunting Fishing Environment e La Selva. Piedmontese and Italian hunters, to whatever association you belong, know that on 12 June 2018 yet another shameful attack against the Piedmontese hunting world was consummated because that day the Regional Council approved the very bad DDL 182, which now becomes the new regional law on hunting, certainly the worst ever and not only here, but also in Italy and Europe.
After the imprudent repeal of Regional Law 70/96 we have been waiting for years for a regional law that would allow us to practice our passion according to technical-scientific dictates, aware of the fact that the defense of the territory and biodiversity passes through the exercise of a regulated hunting activity and certainly not criminalized or absurdly limited for ideological or prejudicial reasons only. This was not the case, and Piedmontese politics was deaf to our appeals, guided and conditioned by formidable internal animal-environmentalist pressures that have prevented us from reaching any form of constructive dialogue, instead churning out a law that even the most prudent and prepared jurists seem to be stuffed with unconstitutional articles, or not respectful of the provisions of the national law 157/92.
In fact, it will not escape those who have followed the events that in recent years have opposed hunters and councilor Ferrero as, for example, the Piedmont Region has already been sent by the TAR to the Constitutional Court for similar legislative measures containing the ban on hunting species normally permitted in the rest of Italy. The law has now been passed and we must take note of it by asking the Government to challenge it immediately, but in any case it will make Piedmont the first declaredly anti-hunting region in Europe, with the imposition of absurd prohibitions and motivated at most by the will of revenge. and prevarication, rather than being the fruit of the work of far-sighted legislators with an authentic equanimous and reforming spirit. Now more than ever the hunting world has to unite to prove that it doesn't fit, it has to do so to say enough to the oppression of this law, which now oppresses Piedmontese hunters, but one day it could infect other Italian regions with its negative effects.
To make a brief and partial summary of what was decided by the enlightened Piedmontese legislators, this law does not allow or prohibit:
1) to go hunting on Sundays in September,
2) to hunt 15 huntable species according to l. 157/92,
3) allows landowners to ban hunting on their land,
4) requires ungulate hunters to produce a shooting test certificate every 30 months in order to be eligible for selective harvesting,
5) provides that the collection of the typical alpine fauna is allowed exclusively through a nominative assignment based on numerical collection plans, and thus several hunters will be excluded,
6) establishes that hunters who are farmers, administrators and employees of public bodies, or vice versa, cannot be designated in the Management Committees of ATC and CA because they are incompatible,
7) prohibits dog training after 18,00.
These are just some of the genius contained in the new law that not only penalize Piedmontese hunters, but also those forane whose number is drastically reduced to 5% of the total admissible in areas and districts, a limit that can be raised to 10 in ATC only, even if selection hunting and wild boar are excluded, and this because it now seems evident to all the intent to "tolerate" only the latter two forms of hunting, instead demolishing what are our traditional hunts, namely sedentary, migratory and typical alpine fauna. Moreover, the increase in financial penalties for all infringements has now risen to very high, intolerable levels. On 8 June 2018, the Italian hunters took to the streets as a unit, and made it their own in Turin, which has now become a symbol of the will of the hunting world to raise its head, and not be subjected to a policy that is not very inclined to respect the l.157 / 92 or European regulations, not to mention the Constitution of the Italian Republic itself.
Referring to the spirit that emerged from that manifestation, and appealing to all Italian enthusiasts regardless of the type of hunting practiced, it is now necessary to take a unified stance, even at a national level. Some categories of hunters should not think that they are more fortunate than others just because they are excluded from the provisions of this wicked law, because it is only a matter of time and afterwards it could also affect them: we are all in the same boat and now we have to row in the same direction. Convincedly! Many are asking us to take strong initiatives, which affect public opinion, even to refrain from the containment of wild boars, or to respond to the appeals of public administrations for similar initiatives, denying the support and collaboration that up to now we have never failed them. Hunters have always been willing to volunteer, rather than rushing to the aid of the agricultural world tormented by the damage caused by wildlife, whether they are ungulates, corvids or more, but they are never exchanged with the same coin; sometimes, on the contrary, just as happened in Piedmont on the occasion of the event, the same agricultural associations were invited to offer solidarity and support to our category they glossed over the heartfelt appeal, and statements of satisfaction were also issued in support of the law just approved.
We are tired of being squeezed like lemons when it comes to paying, and then mistreated or penalized when it comes to respecting our rights, we cannot even believe that our survival can be determined by a political affiliation rather than another, because hunting should exist and be tolerated regardless of all this. For all these reasons, while respecting the institutions, from now on we will evaluate every form of lawful and permitted struggle in addition to those already implemented in the past, specifying how for us it is mainly a matter of defending rights and freedoms considered elsewhere. normal and acquired, while here, in Piedmont, they are represented to public opinion as criminal acts or acts contrary to morality.
