Arci Caccia Alessandria expresses its considerations regarding the Piedmont Region Hunting Calendar valid for the 2013 - 2014 season.
The Region has established, with the Hunting Calendar, that the hunt for pheasant and hare this year begins on 29 September and the closing is anticipated to 15 December for the pheasant and 1 December for the hare. Opening is delayed and closing is anticipated. Less hunting times for these species, but higher taxes for hunters, while hunting in the Agro - Tourist Hunting and Faunistic - Hunting Companies is increased by a month and a half until January 30, 2014. Councilor Sacchetti and the Regional Council; a true masterpiece !!!
The Councilor could and should have dealt with ISPRA, starting from studies and data on the fauna of Piedmont, on environmental and climatic conditions that we often see early snowfalls in November and December, with the consequent closure of the hunting activity, and make the request to start the hunting activity on September 22nd. It was possible and necessary to do so, but it was not done. No one imposed early closures on us, and there are no technical - scientific reasons that suggest their adoption. As always, the hare hunt was to be closed on the second Sunday of December and the pheasant hunt on 29 December. But who are the technicians or hunting managers used by Councilor Sacchetto? Please change them !!!
It is possible to hunt the dove from temporary stalking in the days 1 - 7 - 8 September and it is desirable that the ATC decide on this. As it is allowed, if the ATCs decide, and we say yes, from 1st to 22nd September the hunt from temporary stalking to black and gray crow, magpie and jay. It is desirable that many hunters participate in order to reduce the strong imbalance that has been created in favor of these species with consequent damage to agricultural crops and other species of fauna. Team boar hunting is possible from 29 September to 29 December. ATCs need to decide on this. Having found that wild boars cause considerable damage to agricultural crops with outlays of several tens of thousands of euros, it is desirable that all teams and all their members participate from the first day in the hunts in the areas assigned to them.
For the selection hunting of roe deer and fallow deer the indicated periods are fine, but extending the hunt for females until mid-March seems to us a mistake, as at that time the pregnant females have very developed fetuses and we believe that, during the reproductive period, hunting should not be carried out on these and other species. Another thing is the implementation of containment plans for species that cause serious environmental impacts and copious damage to agricultural production. In our opinion, it is necessary to anticipate the collection of females in December and close it at the end of January. It also takes ethics in hunting, and a pregnant female at an advanced stage must be respected. The hunt for migratory species for three days out of the five allowed raises some perplexity as to the possibility of control.
The right needs of migrants should perhaps be met by making exclusive options for this type of hunting, providing them with adequate cards and a package of days (30-35) to spend in the most appropriate period. It would be useful to open a peaceful discussion on this issue. Also the closure to the migratory, scheduled with closures to the song thrush and sassello on 12 January, Cesena on 19, wood pigeon and corvids on 26, as well as the anatids, should be grouped into two groups; anatidae and corvidae closing on January 26, turdidae and cesene on January 19. This would avoid confusion and possible risks of infringement by hunters. Dog training for hunters is confirmed for August 15th. However, the thing to be absolutely avoided by ATCs is the application of point 1.10 of Annex B of the hunting calendar, which gives the ATC the right to authorize - upon payment of a fee - essentially dog breeders or dog lovers with interest in the sector to train and train their dogs throughout the planned hunting area, even during the exercise of hunting.
It could happen that, while a hunter carries out his hunting action, a pack of dogs with ENCI certificate or two dogs of a dog lover or breeder arrive who, at the same time, beat the same ground in search of the little game present, even if their handlers they are without rifle. In this way, the ATC programmed hunting area would be transformed five days a week into a training and training area for dogs, not allowing the fauna time to relax and feed properly. It is an absurd rule, against hunters and against wildlife, designed only to make money, that ATCs must not apply.
The regional hunting calendar, while reiterating things already established in other years, has serious limitations and inconsistencies, and highlights how the management of fauna and hunting at the regional level are not in good hands. There is a commercial vision of the ungulate fauna, while nothing is done to produce the small fauna in the natural state in the Restocking and Capture Areas, so that the market is used to buy hares and pheasants which are delicious food for too many predators.
Meanwhile, the regional law on the protection of fauna and hunting is missing. Irresponsibly abolished the Regional Law 70/96, the new rule proposed by the Regional Council is incomplete and lacking (as ARCI Caccia we have proposed radical changes) and is floundering in the region and it is not known if it will be approved before the opening of the hunt. The next hunting season is at risk like last year, because those who govern have destroyed and are unable to build a new system of shared rules. It is time for hunters and their Associations, ATCs and the Province - together with the agricultural and environmental protection world - to work together to better manage our wildlife heritage.
REPOPULATIONS AND ADMISSIONS, WHAT TO DO?
In recent days, our association has sent to the Presidents of the four ATCs of the province a statement regarding the additional restocking and the upcoming admissions for the 2013/2014 hunting season. We believe it is necessary that jointly with the other associations, including agricultural ones, the Provincial Administration and the ATCs, we make common efforts for the RELAUNCH OF PRODUCTIVITY IN THE ZRC which will have to be reviewed with the reduction and overcoming of those that have not been productive for several years, creating more space for hunting. Additional restocking is required for the 2013/2014 hunting season, BUT NOT READY TO HUNT, operating with suitable pre-settlements… the task of the ATCs supported by the voluntary service of all the associations and in particular of the hunting ones. The scarcity of fauna object of faunal incentives, present in the territory, leads to make some considerations on the next admissions in the ATCs.
