REDDE RATIONEM. Finally, we came to the reckoning, to the redde rationem, regarding the adoption of the hunting calendar, characterized by a process that is not defined as troubled, especially due to wavering decisions and, unfortunately, far from those data, technical, scientific and juridical, which the undersigned Associations had taken care to provide to the Campania region. It should not be overlooked, and it must be strongly reiterated, that the substantial documentary production, from the first session of the CTFVR, was available to the Campania Region, which could have made good use of it and, therefore, transmitted to ISPRA, for the purpose of obtaining the expected opinion, a hunting calendar that also includes the pre-opening. But, unfortunately, this was not the case!
It is clear that the decisions taken by the Campania Regional Council, and for it by the competent Department, with reference to the failure to provide for the so-called "Pre-opening", or the possibility of anticipating the withdrawal of some species starting from 1 September, provided for by art. 19, paragraph 2, L. 157/1992, constitutes a gracious concession to the animal rights world. Such an unexpected, as divisive, choice arouses no small concern; in the face of the repeated and legitimate arguments supported by the Hunting and agricultural associations, comforted, it was said, by incontrovertible technical, scientific and legal data, it was preferred, resorting to discussions of pure and clear ideological matrix, to privilege those who, regardless of everything and everyone, they are opposed to hunting.
It is understood how the unfortunate choice made by the Campania Region (which is not the first and, it is feared, it will not even be the last !!!), defrauding the Campania hunters of some hunting days, in fact, eliminates from the huntable species the turtledove, a migratory species which, notoriously, leaves the Italic shores in the very first days of September. But the Department, undaunted, goes further; his, improvised, choice, as well as those coming from hunting associations, has disregarded the requests coming from the agricultural world where, from many parts, the need to contain the so-called species was revealed. opportunists, indeed problematic, in order not to offend the sensibility of the radical chic animal rights activists, so dear to politics.
We cannot fail to acknowledge the Campania Region which, at least from one point of view (only one!), Has been coherent: its hunting policy has disappointed everyone, absolutely everyone: hunters, but also farmers who, for the futile satisfaction of the most blind animalism, will see their hard work nullified. Nor can the absolute inadmissibility of the position taken by the Department be mitigated in some way by the fact that, finally, the hunting calendar partially reintroduces the concept of general opening on the third Sunday of September, where it allows the withdrawal of 17 species of migratory fauna, compared to the 3/4 allowed in recent years (sic!), or extends the period of the "quail" species until November 29th. It is strongly reiterated that the provisions of the Campania Region, in addition to Law 157/92, appears to conform to that series of technical, scientific and legal data, for some time, supplied to politics and by it, unexpectedly, ignored.
Therefore, with all evidence, the current hunting calendar eliminates odious dystonias that, over the years, had characterized the hunting policy of Campania, still existing for certain species (ex multis, snipe and whisk) where, in an incomprehensible and tautological way, it is the final withdrawal deadline is brought forward with respect to January 31st, provided for by Law 157/92. Well, undeniably, the only care of the Department was to indulge, thus receiving the public applause, for not having allowed the cd. pre-opening, the wishes of a small group of "friends" belonging to the animal rights world, elected with negligible voting percentages (a few decimals!). Clearly, politics has not wanted and / or been able to exploit the close dialectical confrontation that it has characterized the last few months, where, even in the presence of the competent Regional Offices, citing irrefutable scientific data and very clear technical-legal arguments, it was possible to refute and disavow all the reasons "allegedly" impeding the granting of hunting in the pre-opening period.
In unison, the writers AA.VV. they reiterate the widest availability to schedule periodic meetings aimed at their participation and involvement, also in terms of consultancy, in the decision-making processes concerning the hunting activity, given the absolute inadequacy, of the competent Offices of the Campania Region, it is finally sufficient to highlight the evident and obvious contradictions included in the resolution approving the calendar where on the one hand it is authorized hunting the wood pigeon species from the third Sunday of September 2021 to January 31 2022 and on the other hand, it is authorized to take them only from a fixed position and with a maximum daily game bag of five animals from January 2022st 10 to February 2022th 01 or the inexplicable ban on dog training from September 15st to September 2021th XNUMX !!.
It is strongly requested that future decisions on the subject be marked by greater sensitivity and openness to the needs of the hunting world, since the current ones, characterized by a clear political-bureaucratic mold, appear not to be shared and inadmissible.
