1) NEW CALENDAR HUNTING SELECTION (after consulting ISPRA):
a) chamois, deer and mouflon: from 1st August to 31st December;
b) roe deer: - in the Alps area: from 1 June until the second Sunday of December; - outside the Alps area: from 1st June to 30th September and from 1st January to 15th March;
c) wild boar: all year round even at night and with night vision instruments; CAC and ATC will have to coordinate the different forms of wild boar hunting.
2) WOODCOCK IN ATC: woodcock hunting is scheduled in January on Saturdays and Sundays in the ATCs.
3) Wandering MIGRATION FOR HUNTERS FROM FIXED APPOINTMENT: fixed stalking hunters will be able to take advantage of the migratory wandering hunting days starting from 1 October and no longer from the third Sunday in October;
4) FIXED POSITION: the fixed posting may not be removed in the event of the death of the holder for two years or in the event of inability to renew upon expiry due to force majeure, such as for example physical unavailability.
5) ADMISSION TO CAC AND ATC: upon regional resolution, the possibility is introduced for ATC and CAC to admit 5% more hunters than the density limits for collective wild boar hunting. These "seasonal guests" do not acquire the right of membership.
6) HIGH VISIBILITY":
- for Hunters: the obligation to wear a high visibility pectoral and dorsal jacket and headgear is introduced for wandering hunting for sedentary fauna and for selective hunting, as well as for hunting wild boar in collective form.
- for the voluntary hunting guards: the obligation to wear uniforms with high visibility bib and back and headgear is introduced, except for the anti-poaching operations coordinated by the Provincial Police and the Forestry.

Some of the changes introduced give rise to some perplexity, including the possibility of hunting woodcock in January in the ATCs, the high visibility for the voluntary hunting guards and the "new selection of wild boar" which further regulation is hoped for. High visibility for hunters is a standard aimed at safety, already implemented in some regions, and is also increasingly common among hunters themselves. A good intention, however, resulted in a norm that is difficult to understand and to implement in practice. It is not clear which garment the "jacket" is and it seems necessary to wear a hat as well. Among other things, the current formulation requires high visibility for hunting ungulates and for sedentary game, forgetting to hunt wandering migratory birds, obviously not from stalking.
It would have been easier to impose the obligation to wear a garment with high visibility front and rear inserts. This rule will be subject to change: Federcaccia asked for its revision as early as July, so that a high visibility garment is provided, such as hat, braces, trisacca, vest. I have always been convinced, and still am, that the government majority in the Lombardy Region is well prepared for hunting. However, I must note that some changes are the consequence of excessive legislative activism, on non-fundamental issues, through bills that do not take into account the practical implications and above all presented without the necessary prior dialogue with the hunting associations.
On the other hand, the reform of the registration fees to the ATC and CAC has not been approved. The proposal was to limit the basic quota of registrations to the ATC and CAC to the exercise only the hunting from temporary stalking to the migratory: in this way the committees could, if they thought so, could thus provide supplementary contributions to carry out also the other wandering hunting specializations. Specialization would have disappeared "Wandering hunt for migratory game only" as a basic specialization required by law, which would have allowed for better planning and management by the ATCs and CACs. I believe that the legislator should make life easier for the hunter. In fact, given the sending of the pagoPa payment notice together with the card, Federcaccia asked the Region to clarify that the regional tax is due exclusively for the hunting activity and not for the renewal of the license or for extra-hunting activities such as shooting dogs. Furthermore, we have asked that the 5% sample check on the payment of the tax is no longer implemented.
