The Campania Regional Council approves the new hunting law recognizing the strategic line of the Federcaccia.
On 25 July 2012, the Campania Regional Council, after the troubled preparatory management, approved the new hunting law. After the work of the VIII Commission and its ad hoc sub-commission (chaired by the Hon. Pietro Foglia (UDC) and composed of the directors Donato Pica, Dario Barbirotti, Carlo Aveta,, Eva Longo, Giovanni Fortunato and Daniela Nugnes), the bill had obtained the favorable opinions of the other competent commissions on the matter and, finally, had reached the Regional Council, albeit burdened by a series of amendments.
Federcaccia Campania has been, in recent days, an unsurpassable bulwark in defense of the rights of hunters and its compatibility with the need for balanced agri-wildlife-hunting management in step with the times. All the passages of the regional legislator have been monitored in order to avoid "deviations" and "delays" and arrive at the result: approval.
“Politics in general is the art of creating the future. For Federaccia, even the hunting policy is. We have said it in every context: to have results you need to have "vision" - declared President Buglione - and plan the best legislative tools to regulate hunting. It is deleterious to concentrate on day-to-day administrative actions and lose sight of the superior "strategic framework". To give results to hunters - he added - you need to have strategies and look to the highest result. Federcaccia did it, even with a few falls, but, above all, with the strength to get up and work compact and strong as always to get the best for the hunting world. And this new law is clear proof of this ”.
The law concerning the “protection of wildlife and the discipline of hunting in Campania” was approved by a very large majority. With the new legislative dictation, ope legis, the reviled article 34 of the 2012 Regional Finance Law, which provided for the obligation to book daily for hunting on the regional territory, lapses.
There are several and substantial innovations for hunters. Among these, we highlight the substantial reduction of the bureaucratic burdens required for the acquisition of the authorization to exercise the hunting activity for migration throughout the regional territory. In addition, action is taken on the issue of compensation for damage caused by wildlife. The discipline for the constitution and management of ATCs has been considerably improved, which, for years, had been in need of reorganization measures. In relation to migratory fauna, measures have been envisaged aimed at guaranteeing greater possibilities for hunting and there is no lack of regulatory passages aimed at protecting respect for the environment, also in relation to protected areas.
In general, the new regulatory system allows the balanced and eco-compatible exercise of the hunting activity, with longer hunting and dog training times, as well as the possibility of exercising the hunting activity even in reserved areas with precise and rigorous rules. of sound and careful management.
With the new law, moreover, more resources will be available to the Region to devote to wildlife restocking and related activities; this by virtue of the system of revenues connected with the exercise of hunting activities.
"This law is not a point of arrival, but only a beginning - commented President Buglione - which must immediately prelude the approval of the implementing regulations, for which Federcaccia will, as always, be in the front row to control the implementation of times and in the necessary ways. Furthermore - added the President of the Fidc Campania - we must immediately get to work to fill two gaps in the current legislative text, again on the legislative level: the establishment of the regional wildlife observatory; the regulation of hunting ungulates with principles and criteria in step with the times ".
