Federcaccia Pavia expresses its concerns for the next hunting season in the light of the evident deficiencies of the Provincial Administration in the field of hunting.
Federcaccia, 3 thousand members in the province of Pavia, renews the leadership and the newly reconfirmed president, Mario Baldi, immediately gets into gear. “We are seriously worried by the situation that has arisen in the provincial administration - he says -. There is still no commissioner with responsibility for hunting. And it's like a train traveling without the driver. The next hunting season is at risk ”. The president Daniele Bosone has assumed the delegation, for now. But there are rumors of a possible imminent appointment. Hunting seems to be an uncomfortable subject. “One of the things that worries us most is the provincial wildlife hunting plan, an instrument that should allow us to govern the territory - underlines Baldi -. It involves hunting and agricultural associations, municipalities, environmentalists. It should take into account everyone's needs ”. The top floor, approved by the Piazza Italia council, dates back to March 2006. Eight years ago. The council, in 2012, approved the procedure for starting the renewal of the plan. “But from what we know we are still on the high seas - says Baldi -. And without this tool, the next hunting season is at risk. We do not want to end up like Bergamo which had to block everything due to a bureaucratic hitch ”.
If I can make the plan seem dated for eight years, the president of Federcaccia points out that the chapter on the "wildlife vocation" dates back to 1963. "In half a century the territory has changed, it is more man-made and urbanized - says Baldi - . And the fauna has changed. An example? In Oltrepò there are now also wolves and ungulates. And it is no coincidence that wild boar cubs have decreased ”.
Federcaccia calls for an intervention to stem some species that risk being harmful to agriculture as well. “In 1963 the fields were not infested with otters, corvids and foxes - he says - They are not preyed upon by anyone and alter the balance. I am a scourge. It is necessary to defend the broods of pheasants and hares. But only man can intervene ”. ATC, territorial hunting areas, are also in the sights of Federcaccia. “Currently there are 5 - explains Baldi - but we hear strange rumors about the possibility of doubling. The others, in times of crisis, are downsizing. What do you do here? Is it going against the trend? ".
The crisis, a nerve also for hunters. Government cuts on hunting have reduced resources. To survive, the federations focus even more on volunteering. The Pavia section can afford little: the rent of the office and a secretary. To the cuts, they point out in the headquarters in Viale Montegrappa 30, we must add the drop in revenue for membership. “A decline that every year in Lombardy is about 10% - explains Baldi -. Taxes are high. The government fee is € 173,16, the regional fee is € 64,56. And then there are the stamps for renewal requests, because in 2014 the firearms license issued in 2008 expires, the cost of the equipment, the cartridges, but also the dogs and their maintenance. A notable induced revolves around hunting. If a vacatio in institutional management is added to the crisis affecting all sectors, including this one, then we are really at risk ”.
