Federcaccia Piemonte expresses its satisfaction on the question of the Ptarmigan Hunt that the Region had previously banned, “In TAR… We trust!”.
The Piedmontese hunters were right, and not once, but twice! To decree it again was the second section of the Regional Administrative Court for Piedmont, President Dr. Vincenzo Salamone, with sentence number 00868/2015 of 15/04/2015, filed on 27/05/2015. There was still discussion of ptarmigan and the undue closure of their hunting levy decided last September by the Councilor for Agriculture, Hunting and Fishing Piedmont Region Giorgio Ferrero, perhaps a tributary of a "promise" made too hastily to animal rights activists and environmentalists (letter of associations dated 04/07/2014) as soon as he took office. The subalpine judges fully accepted the theses of Prof. Paolo Scaparone, lawyer of the Hunting Associations and Territorial Areas of Hunting and Alpine Areas penalized by the choices of the Asti administrator, also condemning the Piedmont Region to pay the legal costs. In the end it was a waste of money, private but also public, absurd in a moment like the present when there is no money for social or health, but also inexplicable because already in October the TAR agreed with the hunters; uselessly, so as to force them to make a further appeal. More money that the hunters would have preferred to donate. And now what does the Councilor do, how does he react to the burning defeat? Perhaps that he takes note of the considerations of the TAR and fulfills by repairing the error?
No, it does not seem to want to do so, and you can read it clearly on the web pages of the online newspaper "TargatoCN" where Giorgio Ferrero attacks across the board, justifying the terrifying flop with an alleged: "... different political sensitivity on environmental protection and fauna protection ... "; discrepancies, the PD exponent still points out, of his coalition with respect to the Cota Council that had launched that hunting calendar. This year then Ferrero excluded the partridge from the calendar. It would therefore seem the history of all time, that of politicians who at each change of government would like to prove that they are better than the previous administrators, unloading blame on him, clearing or sending to the attic what they did and decided before; it is the story of a country where rights and duties do not always go hand in hand, the former often vilified by the convenience of the shop and the latter which seem to be valid only for a part of the population.
“Discontinuity”, this was the watchword of the new Chiamparino Council, which took office one year before the natural expiration of the mandate of predecessors who had encountered the unfavorable TAR ruling for the cancellation of the elections (09/01/2014); but already under pressure ... ironically, she too for a matter of signatures that are suspected to be irregular! Here too it will be up to the TAR to settle the question, expressing itself on the merits of an appeal presented by the opposition and deemed admissible, so much so that it can revolutionize the Piedmontese political order once again. This will be known shortly, on 9 July, while in the meantime the criminal investigations launched by the Turin prosecutor are proceeding. As always, the musicians change here, but the music always remains the same.
Continuing to read the article it seems evident that the Region does not care about the scientific reasons that had legitimized the inclusion of that type of hunting in the 2014/15 hunting calendar, invoking others that, however, the TAR did not consider as deserving, and sufficient to justify the prohibition imposed on alpine hunters: the 85 ptarmigan could be taken because the censuses carried out according to regional guidelines and the strict laws of the state allowed it. Stop!
Everywhere it would be like this, but not in Piedmont, where precisely who should guarantee the category of hunters has assumed the right to respond to the appeal of a hostile part of them, but, perhaps ... closer! Hunters cannot be considered ... bearable only if they are willing to arm themselves with a rifle and kill harmful wild boars, they deserve respect even if they wish to practice traditional Piedmontese hunting, such as that of the typical alpine fauna; the hunting activity in our region has never caused the extinction of any species. Therefore, all this is not justifiable because the laws are valid for every citizen: Piedmontese, Italian, foreigner who is!
We ask for your respect, too, who has been given the powers of the Caccia by President Chiamparino. The sentences then, should always be respected by all, and this to give credibility and stability to a system that is now daily compromised by a thousand difficulties and scandals of all kinds; it must be done, and we are sure that the pronouncement of the Regional Administrative Court also meant this. At the TAR… we believe!
