Proposal to be discussed in the GCC session on 1 July 2014, Fox hunting regulations / disciplinary
Observations: reserving the right to provide, elsewhere, a further overall assessment on the proposal for the Specification for Fox Hunting in the Province of Benevento, remembering that the same must in any case be discussed within the CTFVP, for the acquisition of the competent opinion:
The contents of the 2014-2015 hunting calendar are accurately represented:
a) Species that can be hunted from the third Sunday of September 2014 to 31 January 2015: pheasant (Phasianus colchicus) for this species, until 29 September and from 30 November only in the presence of sampling plans drawn up by the ATC, wigeon (Anas penepole), shoveler (Anas clypeata), pochard (Aythya ferina), and fox (Vulpes vulpes), for this last species the hunt must be carried out in the following ways: from the third Sunday of September to 29 September without the help of a follow-up dog; from 1st October to 31st December with and without the help of the follow-up dog and also on the beat; from 1st to 31st January 2015 only at the stop; all hunts must be authorized by the competent provinces which are obliged to define in advance the areas in which they can be carried out.
b) Pursuant to article 38, paragraph 1, letter a) of Regional Law no. 9 and subsequent amendments, the Provincial Administrations "regulate hunting, in compliance with the form and hunting times provided for by law, in relation to the consistency of the populations of sedentary species ascertained through censuses carried out in agreement with the Management Committees" and can therefore to modify in this sense the hunting levy for sedentary species hunted pursuant to this calendar, with its own motivated provision, to be submitted to the opinions and assessments required by law, and to be published and disseminated as the present hunting calendar.
ALSO REPRESENTS, following examination of the TECHNICAL REPORT to the 2014-2015 Hunting Calendar:
c) to specify that with regard to the common hare, the planning of the sampling should be based not only on the analysis of the game bag data but also on the information obtained from censuses or estimates of the abundance of the species, that the current indication of the calendar is was determined as a uniform criterion identified taking into account the repopulations carried out and the analysis of the sampling of previous hunting years; the calendar also shows that the provincial administrations on the basis of the competence assigned to them by the current legislation (article 38, paragraph 1, letter a) LR 26/2012 and subsequent amendments) may otherwise regulate the hunting of sedentary species, hare included, in relation to the consistency of populations ascertained through censuses;
d) to specify that with regard to the Fox, in Campania this species is increasing strongly, and is the cause of problems both in relation to the damage caused to the farms of small domestic species, and to the contingents of wild fauna (pheasants, hares, partridge) introduced for restocking, for these problems it is advisable to allow hunting on foxes from the third Sunday of September to 31 January even if in different forms of hunting according to the different periods.
