The interpretative circular of the Ministry of the Interior regarding the Decree of transposition of the Weapons Directive. Although not having resolved all the observations raised several times, it is with some satisfaction that at a first reading Federcaccia notes that the Circular, as well as the Decree, have taken into account some considerations set out by the president Gian Luca Dall'Olio in the hearing on 18 July at the Bureau of the 1st Commission (Constitutional Affairs) of the Senate of the Republic, chaired by Senator Stefano Borghesi (Lega), where he was summoned together with the national president for the hunting world Enalhunt, Lamberto Cardia and the national vice president Arch HuntingCristian Maffei.
In particular, as requested, the feared obligation to notify their adult cohabitants of owning or having purchased a new weapon or even required the relative license, a prescription that would have caused further problems without increasing in any way the public safety that the European Directive and the Italian transposition decree want to promote. We also listened to the invitation addressed by the president to the legislator of reflect on the long-standing question of the reasons for hindering the release of the firearms permit pursuant to article 43 of the Tulps. linked to the recognition or not of the intervened rehabilitation. With the introduced change, at least one important clarification is reached, namely that if the rehabilitation has occurred, the application for the release or renewal of the firearms license can no longer be automatically rejected, but the personal situation of the applicant and his / her personal situation must be assessed. conducted in the period following the rehabilitation itself.
Finally, the most widespread interpretation has been corrected that the necessary certification of psychophysical requirements is also issued by individual doctors of the State Police, the Fire Brigade or military doctors on permanent service and in service activities even outside the structures to which they belong. Federcaccia has always followed closely and personally, suggesting numerous corrective measures and critical issues for the whole process of the Weapons Directive, from its formulation in Brussels together with FACE to the entire transposition process in Italy, working side by side with the other trade associations coordinated by the ANPAM and signing the common technical document developed by it and which it has made as a guide in confronting the institutions. With the usual spirit of maximum collaboration with the institutions and police bodies, we will now continue to ensure that the new discipline is applied correctly and without unnecessary, unjustified, restrictions.
