Hunting: Emilia Romagna, double legislative proposal on hunting activity presented to the Council; among the contents the reintroduction of hunting with the bow and prohibition of the use of "dogs in lair".
Tiziano Alessandrini was appointed by the Economic Policies Commission, chaired by Franco Grillini, rapporteur of the bill presented by the Giunta which intends to modify the regional law 8/1994 on "Provisions for the protection of wildlife and for the exercise of hunting ". The proposal, chosen as the basic text, is combined with a second one signed by the director Mauro Malaguti, Pdl, (appointed by the minority rapporteur commission) which was also joined by Andrea Defranceschi (M5s), Giuseppe Paruolo (Pd), Liana Barbati ( Idv) and Giovanni Favia (Mixed). In addition to providing for the reintroduction of bow hunting (suspended in 2000), the provision presented by the Executive, establishes the procedures for completing the card and introduces the opinion of conformity expressed by the Region on the provincial hunting calendars in relation to a performance of the hunting activity that ensures the survival and reproduction of huntable species.
The articles also propose provisions for hunting ungulates, in implementation of the culling plans, already provided for in the provision laws relating to the calendars of past hunting seasons., in accordance with the indications formulated by Ispra. The ban on shooting at less than 150 meters is also extended also in the direction of photovoltaic solar panel systems, already provided for stables, stazzi and other shelters and the accessory sanction of the suspension of the card is introduced for non-delivery of the same within the deadline. by law, in compliance with what has already been foreseen in past hunting seasons.
The rapid acquisition of data on sampling allows in fact to collect useful information for the management of fauna and hunting by the Provinces and the ATC and increases the twenty-year regional database on hunting cards., anticipating the recommendations of the Agreement on the Conservation of African Migratory Waterfowl (Aewa). Finally, the data processed by the Region, Provinces, Municipalities and Atc - for the institutional purposes of the regional law and within the limits of their respective competences - are included those relating to violations to which the application of administrative sanctions is connected and those to which it is connected with the disciplinary sanction, identified by the statutes of the Atc.
The second bill envisages introducing two changes; in particular, the ban on the use of "dogs in lair", at the risk of being seriously injured or mauled for any operation of harvesting or controlled killing of wildlife.
