Libera Caccia Umbria on the reform of regional ATCs, “the region does not give up in order to save“ delicate internal balances ”and honor“ stability pacts ”according to the new appointments.
Also rejected by a part of the political majority of Palazzo Cesaroni the Cecchini-Rometti proposal to extend the Presidential mandates of the ATC until the end of December 2013 and with the Provincial Administrations of Perugia and Terni also divided on this delicate issue, the Umbria Region attempts to play the last available card to save "delicate internal balances" and honor "stability pacts" according to the new and upcoming appointments of the future Management Committees. The Province of Perugia greeted with triumphal tones the "rejection" of the extension of the mandates so as to start the procedures for the new composition of the ATCs pursuant to the current Regulation, our Association that had sensed the "crafty and undemocratic attempt" takes note with satisfaction, while the Province of Terni "pushed" for its approval and after the unexpected slip, asked the Regional Councilor to activate in time short the "Cecchini reform of the ATC", but suggesting a "more decentralized presence of the same on the territory".
In our opinion, the "translation" of the request into pure politicese is simple, which we anticipate with a modicum of intuition: not just one ATC and five Territorial Organizational Units (as proposed and reiterated several times by the Councilor), but two ATCs (one in Perugia and one in Terni) and five UOTs and always (we are sure) with the appointment of the Presidents by Act of Regional Council, in spite of the heralded need to save taxes paid by the hunting world and certainly (which is of no small importance) to save some seats.
On 21 June, the Associations will be called to the Council to examine the "reform of the reform", which could provide for the division of the regional territory into six or seven new Management Entities instead of the current three and, we anticipate it even at the cost of being denied, with the cancellation of the "limit of two consecutive mandates" for the eligibility of the President (s).
We have no resentment or hatred towards people, but we are tired of the "Senators for life", we are worried that the "reform" relegates hunters to increasingly narrow and cramped spaces and with predictably higher costs and taxes, in the name of a Programmed management of hunting and territory that in many cases has made "water on all sides". Our answer, one week before the meeting, is and can only be a sharp NO !!!
