Great participation in the V Conference on Hunting and the Environment organized by the Regional Secretariat of CPA Sport held in San Nicolò d'Arcidano, 9 April 2010. The importance of the topics covered has captured the attention of many people, with the presence of hunters from all eight Sardinian provinces.
The regional president Marco Efisio Pisanu opened the meeting, thanking the authorities and all those present in the room, Pisanu then read the telegram sent by the regional president of FIDC Franco Sciarra, the message contained the greeting of his Association.
Then continued Romano Corrias, member of the CPA board, who presented the program of the fifth edition of the Hunting and Environment Festival, which this year will stop in all eight provinces.
The Mayor of S. Nicolò d'Arcidano, Emanuele Cera, then took the floor and thanked the CPA Association for having chosen San Nicolò d'Arcidano as the venue for the Conference; the Mayor then reported on one of his motions presented to the Provincial Council of Oristano: the interpellation concerned the repopulation of wildlife.
Following, the two interventions at the center of the debate, namely safety during hunting trips and the use of weapons and ammunition. Andrea Cortis from Cagliari, an expert in weapons and ammunition, started, talking about the difference between the smooth-bore shotgun and the rifled barrel.
Pier Luigi Pilia, ballistics expert of the CPA Association continued, talking about the use of ammunition in the practice of big game hunting. Subsequently, slides were shown showing the good visibility of a hunter with an orange bodice and hat, compared to the same, almost invisible in the surrounding environment without the high visibility clothing. This with the aim of reducing accidents from direct hits. The video showing the impact of the various types of ammunition, commented by Pilia himself, highlighted the poor attitude to rebound of the soft point nose cones fired by the rifles compared to the bullet and buckshot of the smooth-bore rifles, showing that the rifle can contribute to the reduction of accidents due to rebounds.
The last speaker was the Regional Councilor for the Environment Giuliano Uras, who appreciated the content of the topics covered; Uras then spoke about the prospects for hunting in Sardinia, explaining that the limit of January 31st is currently untouchable as it is imposed by 157/92, it was hoped for a change in relation to this limit, as the modification should be discussed in Parliament shortly which would allow the extension of the hunt in February. As for hunting in derogation (provided for by art.9 of the EEC Directive 409/79) he explained the reason for the non-concession, and then went on to illustrate the mandatory steps to be able to hunt in February: the first is the constitution of the regional technical-scientific committee, an indispensable body. The committee is made up of wildlife experts, technicians and the presidents of the hunting associations, and will formally meet on April 15 at the Councilorship in Via Roma. The Councilor then specified that the most important part is up to the Regional Councilors, bringing to the classroom the discussion of the modification of the regional law 23.
The speeches then followed: the first was that of the Honorable Achille Boero, main supporter of the LR 23. Among others, that of the regional presidents of the UCS Association, Bonifacio Cuccu, and Alessandro Lisini di Sardacaccia. Also present at the meeting were the regional president of EPS Marco Atzeni and the president of the Movimento Sardo Pro Territorio Alessio Pasella who spoke on the issue of SCI and SPA.
The most followed and applauded speech was that of the Secretary General of the CISL of Oristano, Antioco Patta, who praised and thanked the president of the CPA for his commitment in favor of hunting and for the numerous initiatives that the Association is bringing. forward across the island. Patta then touched on the points for the attention of the debate, agreeing on the topics of the Conference, and reiterating the need to make some simple rules mandatory, essential for practicing hunting with greater safety.
At the center of attention was also the intervention of Dr. Vincenzo Sechi, Wildlife Technician, who in his speech spoke positively of ATCs, proposing their establishment; the disapproval reaction from the many hunters present forced Dr. Sechi to desist, demonstrating that Sardinian hunters are strongly opposed to ATCs.
The conclusions were made by all the speakers; Particularly appreciated was that of Councilor Uras, who spoke clearly to those present, anticipating that if the situation remains the current one, it will be difficult for next year to go hunting in February as well. The Councilor confirmed that he will dedicate himself with commitment to improving the conditions of Sardinian hunters; Uras concluded by saying that he will propose to the Regional Fauna Committee to make the use of high visibility vests mandatory from next year and the possibility of using the rifled barrel also.
