Hunting: Mantua prohibits hunting in the municipal area, Federcaccia Lombardia will appeal to the TAR against the resolution.
Federcaccia Lombardia informs that it will present an appeal to the Brescia Regional Administrative Court against the Municipality of Mantua, which with a resolution of its Council of 12 January 2015, adopted the Regulations for the Protection of Animal Welfare with which, completely unexpectedly and without any power in this regard, Article 23 introduces the prohibition of hunting throughout the municipal area. Furthermore, article 6 provides for the prohibition of any form of capture or killing of birds in the municipal area. In addition to the ban on hunting, with related administrative sanctions that go as far as the prohibition of keeping animals (!), The most disparate restrictions are introduced, such as for the transport of dogs, which would be impossible to carry out with vans or pick-ups. even if equipped for the transport of animals. Close collaboration (with contributions) is envisaged with animal welfare and zoophile associations. The possession and sale of glues for catching mice are even prohibited. There is a ban on the breeding of fur animals and animals intended for experimentation.
Federcaccia can only intervene on the rules that illegally prohibit the hunting activity and all the activities connected to it. It therefore hopes that other stakeholders such as the Associations of Farmers and Breeders, as well as the world of scientific research, will take action to the extent of their competence. Federcaccia will recur regardless of the actual extension of the municipal territory still destined for hunting, as the principle that hunting matters is not the competence of the Municipalities and is governed by provincial, regional and national planning must be defended. This regulation must not become an example for other municipalities.
The thing that most regrets is that in the Municipal Council of Mantua sits a hunter, moreover the provincial manager of ACL, who in addition to not having informed anyone of the crazy provision that was coming to light (it has now emerged that the Municipality has worked for months to the regulation), did not even try to amend the text and did not even stay in the classroom to vote against, while the LAV, through the Councilor for the Environment, presented amendments to obtain even more restrictive rules (passed to unanimity from those present).
Now we will resort to the TAR, but if those who usually bark at the moon had also warned the other associations, perhaps we could have avoided the adoption of a regulation that is not only clearly illegitimate but also highly dangerous if taken as an example for similar measures in the area. Federcaccia Lombardia, inviting all hunters to do the same, will carefully monitor the regulations that will be proposed in the future in the municipalities of the region, in order to prevent and, if necessary, intervene promptly if there are other attempts to pass acts like this, abusive and in contrast with the current legislation on the subject.
