Non-toxic ammunition for hunting ungulates, a joint statement by CNCN, FACE Italia and ASSOARMIERI, "The Council of State clarifies the ISPRA opinion".
In the light of scientific studies and recent legal considerations, CNCN, Face Italia and Assoarmieri turned to the national and regional institutions regarding the ban on the use of lead ammunition for hunting ungulates, inviting them to a more careful reflection on a topic which requires further investigation and does not have any reason for urgency In this hunting season, one of the reasons given by the applicants against the hunting calendars of many Italian regions concerns the alleged failure to comply with an Ispra opinion (Higher Institute for Environmental Protection and Research) which , among other things, suggests the use of lead-free ammunition in hunting ungulates.
This suggestion, which does not correspond to any specific legislative prohibition, as recognized by Ispra itself, was instead considered by numerous animal welfare and anti-hunting associations an obligation which the Regions should have immediately adapted.
This has provoked a series of appeals with consequent heavy repercussions on the normal course of the hunting season and on the hunting practice, forcing hunters and gunsmiths of those Regions that have hastily modified their calendars in this sense to a frantic and unnecessarily urgent search for ammunition. lead free.
The CNCN (National Hunting and Nature Committee), the Hunting Associations gathered in FACE Italy (Federcaccia, Liberacaccia, Enalcaccia, AnuuMigratoristi) and the Assoarmieri, worried about the situation created and with the aim of protecting their members, turned to the institutions regional authorities to provide them with a series of technical documents aimed at dispelling any doubts in the use of lead-based ammunition in hunting ungulates and more, also bearing in mind the recent decision of the State Council which, in the hearing of 23 October, confirmed the rejection, already decided at the end of July by the TAR of Emilia-Romagna, of the request for precautionary suspension by the environmental associations on the hunting calendars of the Province of Forlì-Cesena, in particular with reference to the use of non-toxic ammunition for hunting ungulates, thus confirming the possibility of using lead ammunition.
CNCN, FACE Italia and Assoarmieri trust that what has been submitted to the attention of the regional departments and technical offices will arouse a more careful reflection on the opportunity to adapt without the appropriate in-depth analysis to what for the moment remains a suggestion not supported by any legislative prohibition, and help to avoid, in the absence of specific prohibitions, any further injurious measure against the use of lead-based ammunition.
