It took place in Rosignano (Livorno) a very participatory assembly called by the Confederation of Tuscan Hunters on the subject relating to the institution of Monti Livornesi Regional Park. A "hot" issue that affects thousands of Leghorn hunters and also involves citizens and the activities carried out in the area. A packed room beyond 150 Guests has had the opportunity to know in detail the process, and the problems, connected to the establishment of the Regional Park and what could be the future requirements relating to the regulation of both the areas subject to the Regional Park constraint and contiguous areas.
The proceedings were opened by Fabrizio Bagnoli, exponent of the CCT of Rosignano, who framing the reasons for the meeting, strongly reiterated the concerns of the hunting world for a choice that must necessarily involve all stakeholders. With regard to the complex process and the proposals on which to focus attention, numerous speakers entered with their speeches, gathering the solicitations of Franco Poli, provincial coordinator of the Confederation, who wanted to strongly highlight the need for hunters must be legitimately represented at the discussion table, starting from specific requests that were subsequently presented during the evening.
Roberto Callaioli, representing ATC LI 9, well argued the role played by ATC in this first phase of the establishment process; a path that needs to be constantly monitored, even for the inevitable implications related to wildlife management and hunting practices. Particularly appreciated, the intervention of the Councilor for the Environment of the Municipality of Rosignano, Licia Montagnani, who wanted to reiterate the role of the municipalities as representatives of collective interests and territorial instances, as well as a reference for future institutional procedures issued by the Tuscany Region. Following the further interventions of Pierino Barsotti (ARCT Provinciale) and Paolo Pellegrini (President Federcaccia Livorno) focused on the responsibilities of the Region, and on the need for the legitimate requests of the hunting world to be guaranteed and protected.
Marco Romagnoli, Regional Secretary of the Confederation of Tuscan Hunters, which has followed numerous interventions by the public and representatives of political forces and candidates present in the room, has identified the main contents on which the Confederation will present itself to the institutional debate and on which it will ask for an urgent meeting in the coming days. Romagnoli recalled how the hunting world is the first to be interested in environmental defense and biodiversity, based on what emerges in the recent UN report on the emergency of the planet. Having said that, the defense of the Environment does not only involve the establishment of Parks and the logic of prohibitions; it must be the result of a general vision of the territory and of policies that know how to harmonize man and his activities with the protection of the environment as a common good.
Below are the central points of the proposals made by the Confederation of Tuscan Hunters: Careful review of the Contiguous Areas identified, in order to minimize the incidence of hunting. The corridor traced to connect the two protected areas of the Livorno Mountains could be the subject of a thorough inspection re-perimeter, while maintaining the aspect of territorial uniformity intact (it is not certain that the Natura 2000 Network institutes must necessarily be an integral part of the Contiguous Areas). This revision is appropriate, when necessary, to avoid in areas highly affected by hunting, the possible forms of limitation provided for by Article 11 of LN 394/91 by Decree 184/2007, minimum uniform criteria for conservation measures in SPAs, ZSC where in Article 5 paragraph 1 a series of mandatory measures valid for all types of SPAs are envisaged.
