It was recently introduced to the Senate, signed by 40 senators of M5S, a bill - DDL 1078 - which proposes amendments to the criminal code, the civil code and laws and provisions on the subject of animal protection. The bill was assigned to the Senate Justice Commission on 9 May 2019. As this device, in addition to providing for a very heavy worsening of penalties, significantly expands the circumstances and cases in which the sanction may be incurred, the Confederation of Tuscan Hunters has scheduled meetings with parliamentarians and political forces in order to report the absurdities and risks of the device.
It is also important to point out that the matters of this bill do not only concern hunting, but also fishing, breeding, historical and cultural events and even plant species. Some significant examples:
- the abatement of a finch (or one canceled, should the derogation not be granted) which currently provides for "a fine of up to € 1.549" would be sanctioned with "arrest from six months to a year and a fine from € 3.000 to € 6.000";
- the use of non-configurable techniques such as sport fishing or net systems whose shirts are oversized which currently provides for "the penalty from 1.000 to 6.000 euros" would be sanctioned with "The arrest from six months to three years and the fine from 2.000 to 12.000 euros";
- a new article of the criminal code is added, 544 septies, according to which "anyone who takes or holds specimens of a protected plant species" (for example a gentian or a thistle) "is punished with imprisonment from one to four years and with a fine from 5.000 to 50.000 euros "(sic!)
Obviously, among the proposals of the bill there is also the repeal of art. 842 of the civil code. We then announce that yesterday evening 18 July, as part of the feast of Unity which takes place in Carrara, la Confederation of Tuscan Hunters, represented by Fabrizio Basteri, Federcaccia provincial president and Alberto Ratti, ARCT regional vice president, met with the Hon. Andrea Orlando, national deputy secretary of the PD. The representatives of the CCT illustrated the contents - indeed senseless - of the bill in question. Hon. Orlando noted that a bill that has these contents it has no concrete possibility of being approved and that in any case his commitment will be to report any incongruities in the appropriate offices.
