Joseph Pan, Councilor for Agriculture of the Veneto region, commented on the new plan it envisages the attribution of some once provincial tasks to the municipalities. According to Pan, the Delrio reform has emptied the Provinces of competences, powers and resources, but this did not mean that the territory was excluded from this important planning tool: with a transitional provision included in the reads 27 the region wanted to enhance the contents of the provincial plans by allowing their transposition in the construction of the regional plan.
The plans had been drawn up and approved before the Delrio reform brought discontinuity and confusion on the identity and role of the Provinces and the Metropolitan City. For the commissioner, the project of the council does not intend to take anything away from the territorieson the contrary, it maintains a local presence in the field of hunting and even fishing, trying to contain the damage caused by an unfortunately uncontrolled exodus of personnel.
With the establishment of the regional service of wildlife-hunting surveillance and with the latest law approved in the Council on hunting and fishing, the Region is trying to restore clarity in planning and management, pursuing economies of scale but safeguarding the specificity of the territories. Finally, Pan pointed out how hunters will be valued in the role of overall wildlife management, for example by controlling harmful and invasive species.
