Votes for and against
The resolution committing the council to "create an easy-to-consult public register or list, also via one's SPID (digital identity), from which the qualifications held by each hunter can be easily verified" was rejected. The resolution was voted on in the Economic Policies commission, chaired by Manuela Rontini. Lega and Rete Civica voted in favor, against Democratic Party, Italia viva and Lista Bonaccini. The group leader of the Civic Network, Marco Mastacchi, author of the resolution, had also considered "that following the decree of 13 June 2023, relating to the adoption of the extraordinary plan for the management and containment of wild fauna, the Region will have to identify which species to kill and at what times of the year, so that hunting interventions are more controlled and targeted to preserve the balance between wildlife and ecosystems". In some provinces, he said, "there are problems."
Provincial Police
Massimo Bulbi (Democratic Party) argued that “the issue is simple, but we cannot be in favor of the resolution. There is a lack of uniformity of behavior in the Stacp of some provinces. Some consider themselves independent. And then there are the different behaviors of the provincial police. Since 2004, the year the rules for the facilitation of hunted or shot hunting were changed, in all the Provinces, if the hunter cannot find his qualification he requests it because there are databases". Mastacchi replied that “several hunters have problems. The Region should have a global approach in all Provinces. Problems are also emerging in Bologna. There are no privacy problems, both for hunters and for control bodies. The problem remains open and will need to be addressed."
Hunting qualification
In particular, Mastacchi had recalled the "reports of hunter selection controllers, qualified around the 2000s, who today do not see all their qualifications recognized following probable administrative transcription errors". The councilor recalls how "initially the qualification as a selective controller for ungulates also included the qualification for hunted and hunted hunting, while subsequently specific qualification exams were envisaged". Clarity is needed, the councilor continued, "on the technical figures who operate on the control plans and to make public who is qualified as a selective controller for ungulates and for hunting and turning sampling" (source: Emilia Romagna region).
