Ivan Moretti, number one of Arci Caccia Lombardia, commented on the issue of hunting cards for the regional season 2018-2019. Here are his talks. The distribution of Regional Cards is regulated by article 22 of LR 26/93 where it says that "The card can be delivered to the hunter's home, according to modalities ...". Despite an agenda approved at the end of the last legislature in the Regional Council, which called for the card to be sent to the hunter's home, and of which the current Regional Councilor for hunting was among the promoters, the fact is that also this year the Region has chosen to delegate the distribution to the UTR, which, in turn, depending on the case, make use of the ATC / CA or the Municipalities that have given their availability.
Some municipalities in turn delegate this task to other subjects, almost always referents of a hunting association, from which the hunter, even if from another association, must go to collect the document. Leaving aside for a moment the ups and downs to find out where and when the distribution takes place, we would like to emphasize that the regional card is to all intents and purposes a personal document containing all sensitive data of the hunter, including blood type, and therefore should be released by a public official. Therefore the delegation should stop at the Municipality. Especially since the "Instructions for the distribution of badges ... .." issued by the Region, assigns to the person in charge of distribution the task of correct any printing errors found (eg personal data, hunting license numbers and dates….).
Taking into account the numerous errors found, a good job that the Region downloads for free on the "final distributor". But there is a remedy for everything and this is how in a Brescia municipality "the final distributor" to the hunter who collects the card asks for a tax of one and fifty euros. The thing that bothers most, however, is the treatment that is once again reserved for the hunter at the time of withdrawal due to the excess of controls to which he is subjected, an unnecessary harassment aimed at those who practice hunting. The hunter must present the original or copy of the identity document. Original of the valid hunting license. Payments of government and regional taxes. In the Region perhaps they do not know that the firearms license booklet for hunting use is it itself an identity document? And for the rest, could not self-certification be used?
