Immediately revoke the provincial decrees on environmental and fish hunting for the 5 members of the WWF indicted from Court of Spoleto. And in any case, do not proceed with the renewal at the deadline of October 2020, XNUMX. This is the formal request that the lawyer Marzio Vaccari forwarded to commander of the provincial police of Perugia, Joselito Orlando, on behalf of the National Free Hunting Association of Umbria. A request made in the light of the documentation and the facts that emerged in the hearing of the president of Ancl Umbria, Lando Loretoni, and of the lawyer Vaccari himself before the Statute and Control and Guarantee Regulations Commission of the Province of Perugia.
The story is that of the voluntary security guards of the WWF who in the past years have carried out checks on fishing-hunting matters, raising fines and carrying out seizures, without being in possession of the decree of the Province of Perugia (the only one that enables), operating with the only prefectoral decree that enables environmental checks. Decrees that the Province of Perugia had then issued, on 2 October 2018, when the case had already been debated also in the Region and above all it had been formally reported to the competent authorities. So much so as to arrive at the cancellation by the Region of some minutes precisely because the WWF guards were not entitled to make them. And above all, at the hearing that will see the hunting guards in question before the Court of Spoleto to answer for the crime of usurpation of public functions for having exercised controls in hunting and hunting without having the right to do so.
This last one, of which the offices of the Province of Perugia, as attested by the documentation presented by the lawyer Vaccari, were aware. The hearing in the Province was called by the president of the Control and Guarantee Commission, Marcello Rigucci, precisely in light of the choices made by the Environment and Litigation Office of the Entity. And in consideration of the fact that the five volunteer guards of the WWF continue to carry out checks and sanctions, even in the first two days of pre-opening.Among the many irregularities reported by Libera Caccia in recent months, there is also the illegal use, by some WWF guards, of micro cameras with which hunters and fishermen are filmed during checks, without authorization. This was also reported to the Umbria Region and the Privacy Guarantor.
Before the hearing, the head of the Environment and Litigation Office of the Province of Perugia had written to Libera Caccia that she could not adopt any measure to revoke or suspend the decree against the five volunteer guards in the absence of communications from the bodies in charge , of measures that make the requisites disappear. In the Hearing - which was not attended by the manager, but other subjects of the Office, in addition to the directors who make it up - the lawyer Vaccari showed documents showing that the Province of Perugia had been informed of the measures hired by the Prosecutor of Spoleto. The decrees issued by the Province of Perugia to the five voluntary WWF sworn guards expire on October XNUMXst.
In light of the documentation presented, Libera Caccia not only expects, of course, that the Province does not provide for the renewal, up to the outcome of the criminal proceedings against the five voluntary security guards of the WWF. But that the current decrees in their possession come immediately suspended or revoked. And that in the meantime all the minutes of the sanctions in the hunting of fish and the seizures carried out by the guards in question are acquired. But in the letter sent by the lawyer Vaccari to the commander Orlando it is also asked to verify whether the head of the Environment and Litigation Office of the Province has reported to the Prosecutor's Office, being aware that the five hunting guards continued to operate without a qualifying decree and whether the investigation for the subsequent issue of the decrees has been started and concluded, even knowing that in the past they had performed this untitled function (Still today).
