Hunting and Territory: Basilicata, hearings in the Regional Council on the promotion of development network contracts; the Hunting Associations intervened.
At the center of today's work of the third Permanent Commission of the Regional Council (Productive Activities - Territory and Environment) a provision of the Regional Council regarding the adoption of the criteria concerning the implementation of development contracts of regional value aimed at creating new production units, expanding existing ones and diversify or reconvert the production of goods and / or services.
The lawyer Vito Marsico, director of the 'Productive Activities, Company Policies, Technological Innovation' department illustrated to the members of the commission the regulation prepared by the regional government in implementation of Article 15 of Regional Law 20/2012 (Measures aimed at promoting network contracts and development contracts). After having clarified that the Ministry of Economic Development has identified the 'best practices' for strengthening the regional production system, Marsico focused on the individual articles of the provision, explaining that the candidate development contract must be for an amount not less than four million euro for industry and tourism and two million euro for trade.
The grant that can be granted, however, regardless of the form of aid, cannot exceed four million euros for industry and tourism and two million euros for trade. He then explained that the Regional Council, in relation to the available resources and in line with the objectives established in the planning documents adopted by the Region, with its own resolutions will approve specific notices with which it will identify, among other things, the type of development programs to be financing, the intensity and form of the contribution, the evaluation criteria for access to financing.
The president of the council body, Giannino Romaniello, called for a "greater balance between the planning of development processes and environmental protection" and referring to the former 219 areas, said that these "should be recovered by avoiding refinancing for the construction of new structures both in order to reduce costs for businesses and to avoid an additional environmental burden in addition to the increase in service management costs ".
Councilor Navazio announced an amendment aimed at eliminating Article 8 which establishes the Advisory Committee for the implementation of development programs. In the opinion of the commissioner Marcello Pittella, however, "the Advisory Committee could play a valuable role in supporting, stimulating and supporting the government without being binding".
The Commission subsequently heard the Hunting Associations on the legislative proposal of the councilors Romaniello (first signatory), Dalessandro, Straziuso and Mollica "New discipline for the protection of homeothermic wildlife and for hunting". "A hearing - explained Romaniello - intended to allow a broad comparison with trade associations aimed at acquiring proposals and useful suggestions in order to define a legislative proposal shared by the entire hunting world".
Five associations were present with Giuseppe Pascale for “Enalcaccia”, Rocco Motta for “Libera hunting”, Antonio Trombetta from “Federcaccia”, Alessandro Ferrara from “Italcaccia” and Alfonso Damato for “Arcicaccia”.
Considerations and proposals were illustrated by the representatives of the associations aimed at making a contribution to the drafting of new legislation on the subject. Among the critical issues that emerged, the composition of the Steering Committee of the territorial hunting area which, in the opinion of the participants, must see the representation of all legally recognized hunting associations and the qualification of AA.TT.CC. (Territorial Hunting Areas) as private bodies with public purposes. "The AA.TT.CC. - they reiterated - they are necessary entities, provided for by the national legislator, therefore their nature is irreconcilable with that of a private entity ”.
Among the proposals launched with regard to wild boar hunting, the possibility of killing the animal even by a single hunter and the composition of the team. The minimum and maximum number, according to the representatives of the associations, must necessarily take into account those territorial realities that include few hunters who cannot be asked to join teams from other municipalities.
At the end of the discussion, president Romaniello stressed that all the proposals that emerged will be evaluated by a technical table at the Environment and Territory department.
In addition to the president of the organization, Giannino Romaniello, councilors Robortella, Mancusi, Navazio, Gaudiano, Mollica, Scaglione and Autilio participated in the work of the Commission.
