Following the numerous doubts raised and the numerous requests for clarification received, we report the text of theArticle 2, paragraph 4, letter B, the Prime Ministerial Decree of January 16, 2021: "Any movement to a municipality other than that of residence, domicile or home is forbidden, except to carry out activities or use services that are not suspended and not available in your municipality (like hunting). Movements from municipalities with a population not exceeding 5 thousand inhabitants and for distances not exceeding 30 kilometers from the relative borders are allowed, with the exclusion in any case of travel to the provincial capitals".
Therefore, pending a regional decree or ordinance that allows travel for hunting according to the principle of "hunting residence", it is undisputed that one can travel to hunt within the municipality of residence. Literally, moreover, the DPCM also allows you to leave the municipality of residence if with a population of less than 5 thousand inhabitants. The provision does not indicate particular circumstances to allow such movement, or particular reasons, but obviously it must be a unsuspended activities.
In the comments on the official page of the Government we read that "pursuant to the Prime Minister's Decree, for municipalities with a population not exceeding 5 thousand inhabitants, the surrounding territorial strip is equated to the municipal territory, up to a distance of 30 kilometers from its borders". In legal terms this would also allow the movement to carry out the hunting activity, but any checks could follow up on minutes, since the FAQ of the Government have not been adequate to date to the possibility of moving 39 kilometers, although the text appears clear (Federcaccia Lombardy).
