HUNTING | “I presented my bill to simplify and therefore increase the containment and eradication of otters. (“Amendments to the regional law 7 October 2002, n. 20“ Containment and eradication of the nutria Myocastor Coypus ”). Damage to agriculture, ditches, embankments and roads are increasing and there is a need for swift action. I had already replied to the reports of farmers and citizens with questions and motions, but it is time to act more decisively. The changes I presented in my draft law therefore tend to introduce greater administrative and operational flexibility for local authorities and operators and at the same time ensure greater clarity of roles.
First of all, the law clarifies the tasks incumbent on the various institutions, putting an end to a certain confusion that hindered operations. Municipalities will be asked to implement all the necessary measures for control and eradication. The Provinces will be entrusted with the collection and disposal of carcasses and the organization of training courses for the issue of authorizations. The Region, through the territorial offices, must send a report on the results of the containment operations to the Regional Council and Ispra by 31 May of each year; it will have to implement a system of census of the damages caused.
Then the bill intervenes on disposal, which is often the main problem during containment operations. In order to increase the activities, the possibility of resorting to burial in the case of small daily quantities is introduced, and the possibility of retaining the captured head. It also introduces the reference that allows, exceptionally for animals killed with firearms in the context of the control plans, that they can be left on site, when the conditions of the habitat do not make recovery possible.
In addition, we increase the subjects authorized to withdraw after training, by introducing the "pest control" firms and the personnel appointed by the owners of the agricultural estates.
The changes that my bill brings are aimed at streamlining procedures and eliminating bureaucracy. This is what we need, because we have reached a point where the problem must be solved quickly and by using all the possibilities we have "
