“Here we go again, like every year, on March XNUMXst, we witness the "Russian roulette" for a place in the ATC Lombard, a show not worthy of a region like ours which should be characterized by innovation and efficiency !! Thousands of hunters who at the stroke of midnight are forced to try theThe thrill of a click on the computer hoping that their question is inserted among the lucky few who in the span of a few seconds… and I stress second and not minutes or hours, decide who is inside or who is outside !!!
Because in these few seconds hundreds and hundreds of questions arrive, distinct from a breath and that breath decides the fate; this accesses those who have a PEC PC your own or a friend who lends itself, but those who are not so lucky have only one chance, to go the next day to file their application on paper at the ATC counter, with the certainty of being mathematically excluded, given that in the night hundreds of hunters have already submitted their application digitally. An unseemly sight !!
And so while hunting is in danger of dying from appeals, swine fever is witnessing this indecent spectacle !! This could have been avoided when last fall we had approved an amendment of mine in committee which would have allowed greater mobility of hunters. Amendment that was withdrawn at the last moment. I support it because the modification was going to definitively clarify the principle of hunting hospitality, which has always been a "gray area" which in fact was left to the discretion of the ATC / CAC, without rules and therefore little or nothing applied. In short, a modification as well as necessary that went for once in a while, towards hunters, who as we know have experienced a lot of penalties in recent years and in particular in recent months! Too many! The revision was necessary and for this reason Councilor Rolfi shared my proposal so much that during the discussion in committee VIII he expressed a positive evaluation as well as requesting to include the CAC, which had not been included in my amendment!
The amendment of art. 33 paragraph 13 of Regional Law 26 that I had proposed, gave the possibility for Lombard hunters and for those outside the region to be hosted on the Lombard territory by an acquaintance who is a member of ATC or CAC for a maximum of 10 days per season; therefore more freedom and opportunities for all hunters to enjoy a wider territory than their ATC / CA, giving impetus to hunting in the Region, in a moment like this when we feel in pain. With this modification, the Lombard hunter member could request the authorization from the ATC / CA free of charge without further interpretative doubts or discretion expressed by the same ATC / CA.
The payment of a fee of 50 euros per day was introduced to be paid to the respective person ATC / CA only for guests residing in another region, who will rightly contribute to the valuable wildlife management work carried out by the ATC / CA. In short, a modification that for once widened our range of hunting possibilities, promotes exchanges between hunters in difficult times in which we should remain united! Now the commissioner and the regional councilors of the League who have backtracked they will have to realize once again, answering the Lombard hunters that it was a wrong choice and dictated only by small workshop interests without a unitary vision that guarantees equal rights to all Lombard hunters ".
