Enalcaccia Avellino committed to counteracting poaching and the useless waste of the Avellino Hunting Territorial Area.
Poachers strike again. They do so in Irpinia, in the repopulation and capture area, located in the municipalities of San Sossio, Trevico and Vallesaccarda. They do it through one of the most cruel and vile systems: the "snares". The group of hunting security guards of the Enlcaccia section of Ariano Irpino, coordinated by the local president Prof. Franco Molinario, found and seized 35 of these illegal "tools" of capture, real traps made of steel, during the patrol activity which took place last January 27th. Traps designed in this way can cause serious damage.
The greatest risk is run by the wild boar species itself, especially in a season that favors their reproduction. The life of ungulates, pregnant sows or with puppies in tow is jeopardized, but also the safety of people, in particular the farmers who cultivate the neighboring lands. It is by virtue of the protection of animals and above all of individuals that the activity of the surveillance team has become implacable and, Molinario guarantees, it will be so in the future, hoping for a decisive collaboration on the part of hunters, in order to report such incidents.
The warmest compliments for the marked contrast to poaching in the Baronia area were expressed by the provincial president of Enlcaccia Emilio Mazzone, who took the opportunity to dwell on some aspects of the association policy of the Avellino area. “The program of our policy”, Mazzone points out, “provides for the accountability of hunters with regard to hunting. We prefer to follow the line of their involvement rather than suffocate them with excessive controls and regulations that would end up damaging them ”. One of the cornerstones of the hunting policy that distinguishes Mazzone's work, attentive to the problems that concern Diana's followers more closely, convinced of the need to implement an approach that respects and enhances the resources of hunters, is related to the need to put in place synergy between hunters and the agricultural world, a task for which ATC is in charge.
In this regard, President Mazzone presented a story with particular and somewhat enigmatic connotations. It all begins with the request by the Region to commit 10% of the annual ATC budget (equal to about 34 thousand euros), to be used to compensate farmers for the damage caused to them by ungulates. Subsequently, the destination of the aforementioned budget was changed in favor of a project for monitoring the wild boar species, to be entrusted to the Faculty of Zoology of Portici. An initiative therefore valid, flawless, at least until it began to undergo substantial and mysterious changes, which prompted the president of Enelcaccia di Avellino not to share it anymore and to decide to discourage the current president of the ATC of Avellino, Vincenzo Alaia , protagonist of a sort of "gift of ubiquity": chairman of the board of the now provincial administration commissioner of Centro Destra di Avellino and at the same time under the ATC as a member of the Italian Farmers Confederation (notoriously left-wing).
Returning to the decision of the president of Enlcaccia di Avellino not to join the census project, Mazzone clarifies: “I no longer considered the monitoring plan valid and effective due to the changes made. The project was no longer entrusted to the University as mentioned at first and as the regional law on hunting and the national law n157 of 1992 provide, but was drawn up by a simple hunting enthusiast, with the result of a aseptic and approximate work, lacking in confirmation and scientific interest. Another of the reasons for my choice ", continues Mazzone," is related to the failure to organize a regular tender, on the basis of which to entrust the tasks, given the substantial amount at stake, which moreover has mysteriously risen, reaching about 70 thousand euros and probably, who knows, it will rise again ”, he comments perplexed and ironic.
“The group of censors, also the latter subject to doubling (from the initial ten, there are now over 20), to which the task was entrusted, was selected on the basis of purely clientelist criteria. I therefore refuse to support a project that makes use of the work of incompetent people who, for a fee, monitor areas that they probably do not even know, while instead the collaboration of highly specialized forces, such as those provided by the University. I also refuse to favor the allocation of money, the famous 10%, which is no longer useful for compensating farmers ”.
The project, as it appears from the changes made, also appears to be a duplicate. Mazzone invites you to view the wild boar hunting regulations, issued by the province of Avellino, sector enhancement and protection of the territory, within which ART. 3, dedicated to the numerical control of wild boar populations, contemplates: “within the suitable areas -ACS- the numerical control of wild boar populations takes place during the normal hunting period.
The withdrawal plans are implemented by the entrusting teams in the area. Every team is obliged. In order to ensure the preparation of the withdrawal plan from the district, to carry out at least four census operations, to be carried out on different days, two in the morning and two in the evening. The census takes place during the normal hunting period and in the period from March to May. The organization of these field operations is entrusted to the foremen belonging to the district. By June 10 of each year, each team leader must send the individual survey forms and the general summary to the district president on the appropriate forms prepared for this purpose by the ATC.
The District President, within five days of receipt, will send the aforementioned forms to the ATC and to the Hunting Service of the Province ". Naturally the perplexities, the doubts, the unclear passages that mark the story have been exposed to the appropriate control and surveillance offices. Mazzone's gaze still turns to the already discussed regulation approved by the Province, in his opinion excessively binding.
He reiterates the disagreement regarding both the increase in the number of hunting team members (from 25 to 30), and the introduction of a new fee of € 20, charged to each hunter.
The Enalaccia di Avellino is therefore an advocate of a hunting policy based on the investment of even substantial resources in projects of real scientific interest, the empowerment of hunters and the enhancement of the territory, consequently to the contrast of poaching phenomena, which undermine the regular performance of the hunting activity by honest and law-abiding hunters.
