Numerous Regions have shared our interpretation of the Prime Ministerial Decree 26.4.2020 authorizing and thus making it possible, among other activities, to carry out both the selection and thedog training. Obviously on the part of the animal rights activists are struggling with the usual partisan vision to say as always "no!": it cannot be done, because selection hunting and hunting dog training are - oh no - a playful activity and therefore excluded from the category of practicable ones. But the selection hunting, as it can be ascribed to activities in single form outdoors, provided that they are carried out in compliance with the safety distance, also satisfying the interest and the need for protection of the agricultural world, is allowed by art 1 lett. a) and f) of the Prime Ministerial Decree of 26.4.2020 also with movements from one municipality to another municipality within the region of belonging.
The same considerations apply to training dogs in outdoor areas, for the purpose dedicated and perimeter, for whose access the hunter user, always in single form and in any case with the obligation of respecting the safety distance, pays a fee. Therefore, the management of these areas is commercial and therefore finds further authorization in art. 2 paragraph 1 of the dpcm 27.4.2020 which expressly liberalizes the commercial activities referred to in Annex 3 including, as mentioned, agricultural activities, hunting and related services.
The dog training areas fall within agricultural companies and represent for these an economic revenue item of a commercial nature, so that claiming to prohibit its use by the individual hunter would mean contravening the DPCM 26.4.2020 in many respects. So the animal rights activists to say that they are playful activities do not tell falsehood - we certainly do not want to deny it - but they certainly tell only a small piece of truth: the one that suits them. Now, where they have not yet been done, we await the regional ordinances, we do not risk exiting without explicit permission, exposing us to heavy sanctions that in the future could also affect the release / renewal of the license, but we do not let ourselves be duped by sirens singing out of tune songs.
