La pandemic which has affected the entire planet without distinction, has upset our society projected towards a 2020 full of hopes, initiatives and desire for growth both on a social and productive level, instead it has projected us into a reality of suffering and pain. In these days we welcome with great joy the news that the UMBRIA REGION in Italy is the one closest to the goal of eliminating infections, and this result is due both to right choices made in health management of the epidemic which pursued the objective of limiting infections as much as possible, both to Umbrian healthcare operators as well as to civil protection, volunteers, law enforcement agencies, local institutions and, last but not least, Umbrian citizens who have proven to be virtuous and respectful of distancing and isolation measures.
We too like Association of Hunters we were intent on carrying out a program of hunting activities that could reflect the needs of hunters in compliance with current regulations and oriented to confront the modern challenges for a correct and sustainable management of activities (ars venandi) respectful of the environment and of the activities in exercise (agricultural activities. Etc….). Unfortunately, the very serious health emergency from Covid-19 canceled the initiatives undertaken at the level of planning and defining the activities that concern various sectors. The current state of criticality is evident which requires not being able to leave one's home except in the cases provided for by the Decree of the President of the Council of Ministers of 10 April 2020 in our Region (and not only) has resulted in the cancellation of wildlife control activities (the chronicle reports numerous episodes of undisturbed wildlife that roams near homes and centers urban) with consequences that make us worry (and not a little ..) regarding the exponential growth of wild populations with disastrous effects on current crops.
Our experience gained over the past decades leads us to argue that if they are not taken in the shortest time possible containment measures and to safeguard the cultivated land, we will find ourselves in the short time to have, especially in the agricultural sector but not only, huge damages that we believe are difficult to remedy. We consider it urgent promote synergies between the various appointed bodies to carry out containment measures, always with the utmost respect for prevention regulations, but which can be carried out considering the activity carried out on a vast territory and in the open air.
This request is also motivated by the numerous damage reports from the Agricultural Associations, as spokesperson for the associates operating in the agri-food, hospitality and recreational sectors. In the latter category there is a part of hunters who commit themselves with economic and time efforts to the promotion of dog lovers both for the improvement of the registered subjects but especially for obtaining results in the national and international fields, (dog races). In our Region there are numerous authorized territories for training and training dogs (the so-called ZAC) which are often managed by companies operating in the agricultural sector, which have intended in part to recover marginal areas in complete abandonment and have made them accessible to all dog lovers for the training and training of dogs. In line with the Ordinance of the President of the Regional Council N ° 36 of 14 April 2020 of the Tuscany Region we are here to ask you to activate all the useful procedures aimed at releasing and making operational the requests formulated above.
We believe that these do not go against the Decree of the President of the Council of Ministers of 10 April 2020 which we report for clarification, indeed the decree mentions the Ministry of Agricultural Policies, the sector we are dealing with and which establishes that the activity of the sector agricultural are guaranteed. On the proposal of the Minister of Health, after hearing the Ministers of the Interior, Defense, Economy and Finance, as well as the Ministers of Foreign Affairs and International Cooperation, Education, Justice, Infrastructure and Transport, universities and research, agricultural, food and forestry policies, cultural heritage and activities and tourism, work and social policies, public administration, youth policies and sport, regional affairs and autonomies, as well as heard the President of the Conference of Presidents of the Regions and of the autonomous provinces DECREES: banking, financial and insurance services as well as the activities of the agricultural, livestock and agro-food processing sectors, including the supply chains that supply goods and services, remain guaranteed in compliance with the hygiene and health regulations.
In conclusion, the UMBRIAN FEDERCACCIA is strongly concerned by the numerous reports of damage already being received by farmers and in road accidents for the public safety of persons or property, considering that in previous years, in this period, various interventions had already been carried out containment, and despite these damages have been recorded even if decreasing in the last period (crops and accidents), what amount of damage will it accumulate?
