- The events that occurred in Lombardy
On Saturday 23 December the Lombardy TAR published the sentence on the Lombard calendar. The Lombardy TAR accepted the LAC's appeal regarding the closures of the Beccaccia and the turdidi. Therefore woodcock hunting will close on December 31st throughout the territory, while Sassello and Cesena will close on January 10th. Nothing changes however for aquatic hunting, with closures differentiated between wandering (only possible in the first two decades) and fixed stalking (31 January). Once again, therefore, the value of the Ispra Opinion issued this spring emerges forcefully regarding the draft calendar sent by the Lombardy Region to the National Institute which should provide technical opinions to the institutions regarding wildlife and therefore obviously also for hunting. This is the problem, the problem of problems, the Ispra Opinion that we expect will be the same this year too when our Region sends the draft of the 2024/2025 hunting calendar. Regarding hunting times, we witness Ispra's incredible denial of what was established by the European Community with the Key Concepts, without concrete explanations but with provisions that deny the validity of scientific research, such as that carried out by Federcaccia Lombardia on Cesena, certified instead by scientific community with scientific publication in the journal “Journal of ornithology”.
The will of ISPRA
To date, no one has undertaken serious discussions with Ispra's managers. No one has undertaken serious political action with the competent Minister, Pichetto Frattin, head of the Environment. Nobody promoted anything. They tell us that they will reopen the harvest as an exception to brambling and chaffinch, that the roccoli and many similar amenities will reopen but in reality Ispra wants to open hunting on October 1st and close it completely on December 31st, for now.
The hope for 2024
This inactivity of politics which finds time for dozens of almost useless amendments is demoralizing if the fate of our calendar is the one imagined by Ispra. Indeed, sometimes we witness senseless criticism towards the offices of the Lombardy Region which, on the issue of the calendar, have carried out painstaking and in-depth work but which if it is not defended by politics with parallel actions and therefore risks making very little sense. Our hope for 2024 is that the trend will be reversed, that someone will decide that to obtain the consensus of the hunting world you need a lot of work, knowledge of the problems but above all the ability to use, in a profitable way, that great electoral consensus that hunters have demonstrated, in this year's regional elections, towards some councilors who today sit among the benches of the majority in government of the most important region in Italy.
