We learned with regret that, in the days of pre-opening of the hunt, it will not be possible to withdraw the wild dove. The European Commission, as regards Italy, instead, asked for the suspension of the collection of the turtle dove exclusively for Valle D'Aosta, Piedmont and Liguria. For all the other Regions, it required a 50% reduction in the levy compared to the 2013/2018 period and also to adopt all the measures that guarantee compliance with the containment of the game bag. Federcaccia's bitterness is even greater, if we consider that the proposal of the competent Department of the Emilia Romagna Region was aligned with the provisions of the European Commission, i.e. to reduce the garments removed by 50%, compared to the five-year period 2013/2018, amounting to 5.800 head.
The Regional Department then undertook to prepare a monitoring of the culled animals, the reduction of hunting days from 6 to 3 and the daily and overall game bag. Unfortunately, once again, the competent Ministry is latent in terms of evaluation and initiatives. It did not take into account the management plan of the turtle dove, unanimously approved by the Conference of the Regions on 23 April 2021 and did not take steps to ensure that the provisions of the European Commission find permissive feedback for the collection of the turtle dove on the territory. This inaction is in stark contrast to the duty to define problems within the competence of public bodies or subject to them and this, moreover, in stark contrast to the directives of the government in office which has made implementation responsibility one of the most appreciable cornerstones of its work.
For this Federcaccia is considering taking legal action against those who, with their attitude that does not respect the rules and institutions, prevented the legitimate collection of wild turtledove in the pre-opening days. The Federcaccia dell'Emilia Romagna expects a response, both from the Minister and the President of the State-Regions Conference, of clarification on what happened and a formal commitment to include on the agenda of the State-Region Conference, the approval of the management of the turtle dove.
