Hunting in Lombardy. As now known to all hunters, the Community was once again the means / tool used by our Parliament to amend law 157/92 and, specifically on this last occasion, to intervene on Article 12 regarding the methods of signing on the hunting card of the leaders culled of sedentary and migratory birds.
An expedient that has now become of regular and periodic use, like certain medicines, except that this time you risk a stomach ache instead of having it pass as you would get with real drugs. Today the new text of the law, enriched - so to speak - with art. 12, paragraph 12 bis states: “The sedentary wildlife e migratory killed must be noted on the hunting card referred to in paragraph 12 immediately after the killing ".
An obvious weakness that the Italian State has been demonstrating towards the EU for years, to whose diktats on faunal-hunting matters it is bowing repeatedly (except for the criticisms made publicly spent), but also a not too badly concealed sale of the " powerful lobby of the hunters"Europe in exchange is not well known of who knows what other indulgences ... Far be it from us to criticize the hunting card as such: it has existed since 1977, when it was introduced by the then framework law n.968, so that for decades all hunters have been absolutely accustomed to its physical existence and the obligation to use it.
What's more: the bureaucrats sitting in Brussels - the same ones who, strictly speaking, are making more and more European citizens fall out of love with the Union - it is not known why they targeted one of the very few countries that by law provide for the obligation to score for each day of hunting date, province, place, animals taken by number and species.
Nor does it appear in the well-stocked FACE archive that this rule is the rule, quite the contrary: even the noble ONCFS is forced to conduct sample surveys on the trend of hunting samples carried out in the name of the voluntary adhesion of our colleagues in Beyond the Alps, because in France the legislation does not codify a “day-marker and catch-marker” tool such as our regional hunting card.
We personally like the principle: if it is true as it is true that ever richer, more solid, detailed data is needed to organize a truly sustainable hunt because it is based on knowledge, obviously we cannot derogate from the introduction of tools for registering game bags.
Then, however, it is essential that the data annotated by hunters citizens, are concretely stripped and then cataloged for their effective management use and here we wonder which Ministries and various institutes have ever even viewed the data obtained from the reading of the cards operated by the Regions (and first by the Provinces). Yes, because it is not only sterile, but if anything purely vexatious (as well as vaguely fraudulent), to impose an obligation on a category of citizens with the excuse that it is functional to good administration, if then the cards provide information condemned to lie in dusty archives and forgotten.
If the State and ISPRA continue with the bad practice of not taking into account the data that hunters have already provided for almost forty hunting seasons, how can we then blame the hunters themselves for not having contributed to producing the necessary and detailed reports requested? by the European Commission? Is it not irresponsible to place one's own responsibilities on others? But that's not all: the application of the legislation now needs to have interpretative certainties and certainties.
Certain and technically suitable application times and registration forms are needed for which the Regions have the opportunity to equip themselves, also because some regional badges such as that of Lombardy are not even graphically prepared for a progressive signature of each item taken, in particular of migratory .
With the cards for next season already in delivery, it is reasonable to expect a minimum act of consideration for the citizens (not subjects) hunters of our country. We hope that Italian politics, at least for once, will abandon these excesses of madness and even go back to doing what it has to do on hunting, that is, to govern and administer with the greatest possible wisdom: but by now trust is at an all-time low.
