In the middle of the hunting season, the president of the Verona section of Federcaccia, Alessandro Salvelli, leaves the shotgun to take up the bazooka in view of the approval of the new regional wildlife plan, the charter that regulates repopulation, conservation and hunting in Veneto and whose process should end next spring or in any case before the next hunting season. "I have already sent all our observations relating to the plan to the Region", he announces, "and I accompanied them with a note for the councilor Daniele Stival, where I strongly reiterate the need for the plan to include the opportunity to welcome on our territory external hunters only if they come from regions where reciprocity is respected ”. In practice, Lombardy has closed its doors to all Venetian hunters with the clause that hunting is only possible between Mincio and Ticino if they reside in one of the Lombard provinces. Up to now the appeals of the Venetian hunters, Veronese in particular, perhaps owners of land just beyond the border, have been denied even by the Regional Administrative Court the possibility of trespassing with their shotguns. But the Venetian hunting associations can do nothing to prevent the presence of "foreigners" on their territory, in the absence of specific legislation that expressly provides for it. "In this way our territories become hunting reserves for those who instead exclude us from theirs", protests President Salvelli, "while to guarantee a correct and respectful flow of the available spaces it must be clear to everyone and sanctioned by law that the first area must be that of residence, to avoid cunning and more ".
For the rest, the provincial presidency of Federcaccia allowed each local section to make its own observations on the regional plan: “We have dealt with the most important issues at the provincial level, for which we have made a written statement with our lawyers. As far as we are concerned, the most important ”, Salvelli reveals,“ is our opposition to the proposed establishment of 14 mountain passes in our province when Belluno has only one and Vicenza has three. This would entail, according to the national law 155/92, the prohibition of hunting up to a kilometer radius around the pass and this even if the characteristics provided for by the law do not exist for certain passes which should be at an altitude higher than 800 meters on the sea level to re-enter the protected areas. In addition, it must be considered that our mountain passes are not narrow gorges but wide and open passages ”.
He also brings up the question of the Oasis of Lake Garda Sud: "We support the right position of the hunters and operators of the lake who see in this new protected area the cancellation of a centuries-old form of hunting on Lake Garda and the illogical consequence that hunting practice would be allowed a few meters away in the Brescia and Mantua area. "In the Municipality of Peschiera", adds Salvelli, "there is already one of the largest oases of refuge in Italy with a marshy-valley value at the Frassino lake and there is discontent among hunters due to the proliferation of Natura 2000 sites and Special protection areas (SPAs) that until now only affect Veneto and not Lombardy or the nearby Province of Trento ”.
There is meat on the fire for the regional wildlife plan in a climate that Salvelli defines as hostile on the part of certain political forces and environmental associations: “Politics is not helping us to avoid the haemorrhage of members. The new budget proposes to double the hunting license fee from 175 to 350 euros: the parliamentarians think of taxing citizens instead of cutting their salaries, as desired by the majority of Italians. In addition, there is also the proposal that the damage caused by wild animals be paid for by the hunting territories and ultimately by the hunters themselves, rather than by the Region as is the case now ", concludes Salvelli's outburst, determined however not to give up his battles:" In the spring of 2014 I will propose again, but for the last time, if only for reasons of age, my candidacy for the presidency of the provincial Federcaccia ", he anticipates, with the wish to finish the mandate in a file less hostile towards hunting passion. .
