Federcaccia Campania considers it only right to point out that the choices made by the regional body regarding the times and the huntable species provided for in hunting calendar approved on June 11th by the Campania regional council they are once again limiting and unfairly penalizing all Campania hunters. These choices, in fact, in addition to not conforming with the hunting periods of individual species according to the provisions of law 157/92, as well as the Key concepts and Community Directives, they have been assumed in an approximate way and not on a technical and scientific basis.
In this sense, the choice to exclude the wood pigeon in pre-opening despite the fact that it is a species in a good state of conservation and well present numerically on the regional territory. In this regard, it must be emphasized, in order to dispel any false reconstruction of the facts, that the FIDC has always strongly supported the request to hunt the wood pigeon in the pre-opening days. The latter association, in fact, in the session of Regional Wildlife Technical Committee of February 2019 together with some other associations has specifically requested the hunt for wood pigeon on 1,5 and 8 September while other associations, which now place unfounded and phantom responsibilities on FIDC, had requested the opening of the wood pigeon only on 2 October deeming the pre-opening withdrawal not appropriate.
However, the Campania Region, despite the formal request made by the FIDC Campania, considered with a behavior that was contradictory to say the least, at first submitting to ISPRA a hunting calendar that did not include the wood pigeon in pre-opening and then propose it again in the non-definitive draft submitted to the CTFVR in the meeting of 28 May. Therefore, the survey carried out in this sense by the FIDC was aimed solely at that the Campania region did not allow the research institute to express itself on the sampling of this species in pre-opening and considering that its opinion is certainly "mandatory", submitted to ISPRA a new draft of the hunting calendar that provided for the pre-opening to the wood pigeon. This request was solely aimed at protecting the interests of Campania hunters by giving them the certainty of being able to hunt safely on days 1,5 and 8 and avoid any appeals filed before the competent Administrative Authority considering that the calendar as elaborated offered the side to be challenged.
Instead, the Region, regardless of the interests and expectations of hunters, decided to solve this problem by removing the wood pigeon from the pre-opening! Furthermore, the choice made of open hunting for ducks, waders etc. to October 2 instead of the third Sunday of September as required by national law and as it happens in almost all Regions. Equally devoid of shared technical and scientific reasons is the choice to reduce the taking of snipe and whisk to January 20, given that these species could well be hunted until January 30. Federcaccia Campania therefore hopes that the future regional hunting decisions are based more than on mere bureaucratic choices that are difficult to share, on the dictates of the regional, national and European legislation in force and on the real knowledge of the status of the individual species being collected.
