IL DPCM April 26, 2020, art. 1, letter g) from May 4th allows the carrying out of individual sports training sessions for athletes of national interest identified by CONI and by the National Federations, in compliance with safety rules. In this regard, the FITAV, being explicitly involved in the application of the national law, promptly proceeded both to identify by name the athletes who meet the required requirements, and to elaborate and disseminate the specific safety rules to be applied in skeet shooting sports facilities, also advising the plant managers to send the local Public Health Authority (Mayor) the prior notification of its reopening.
The aforementioned Prime Ministerial Decree of 26 April 2020 in art. 1, letter f) allows you to perform individually, even with accompanying persons for minors or people not completely self-sufficient, sporting activity or motor activity, provided that the interpersonal distance of at least two meters for sporting activity and at least one meter for other activities is respected. In the latter regard, some Regions (for example: Abruzzo, Lazio, Campania, Puglia, Sicily, Sardinia, Lombardy, Veneto, Emilia Romagna, Tuscany, Piedmont, Friuli Venezia Giulia), with their own Ordinances, intended to specify, albeit with different degrees of detail and always in compliance with anti-contagion safety regulations, the sports activities that can be carried out individually within their own regional territory.
Among these, some (for example: Lombardy, Marche, Apulia, Veneto, Emilia Romagna, Sardinia) explicitly included among the permitted sports activities those of target shooting and similar, carried out at the shooting facilities. With the Directive of the Ministry of the Interior No. 15350/117 (2) Uff.II-Prot.Civ. it is also indicated that individual sporting activity in public or private areas is considered permitted "to every citizen", in compliance with anti-contagion safety regulations. The fragmentation of the interpretative positions of the Prime Minister's Decree of 26 April 2020 raises justified questions on who can access for training sessions or sports practice, excluding any competition or competition, and if, in particular, access is allowed to all practitioners (Article 1, letter f) or only to athletes of interest national (Art. 1 letter g).
FITAV, with the sense of responsibility that the spirit of the law imposes and in the primary interest of supporting sporting activities by safeguarding and protecting shooters and AS affiliates, must point out that, at a national level, the norm of certain and unquestionable application is defined by art. 1, letter g) of the Prime Ministerial Decree of 26 April 2020, which provides for access to athletes of national interest (these include the "juniors" and, implicitly, their companions, without the latter having to be identified by name).
In the same way and with the same intentions and principles, the FITAV, in appreciating the positions of the individual Regions that have expressly included shooting activities among those permitted pursuant to Art. 1, letter f) of the aforementioned DPCM and for whose insertion it was found to be an active part in such cases, recalls the AS and shooters wished to make use of it on the need to scrupulously comply with both specific local regulatory devices, both to the general anti-contagion safety rules and rules and to those specifically indicated by the FITAV for sport shooting facilities. Finally, with regard to the Self-certification justifying travel, we point out that it is not necessary for those who carry out or go to carry out sports or motor activity and that, if necessary, it can be completed if requested by the authorities carrying out the control.
