Request for clarification
It is with surprise that the associations adhering to the Cabina di Regia Toscana have learned, by reading a poster, of the conference held on April 15th in the prestigious Pegasus room of the Presidency of the Region in Piazza Duomo in Florence. The theme will be the Regional Wildlife and Hunting Plan, which represents the planning tool for all wildlife and hunting, a fundamental and indispensable act for implementing regional sector policies. The PFVR expired in 2015 and in the last 8 years it has been requested several times, both by the Hunting Associations and by the Regional Council itself.
The importance of the plan
The Plan is of decisive importance and its delay is one of the main causes of the decline of wildlife and hunting management in Tuscany, as well as a series of uncertainties and unequal treatment on the territory of the same region. Examples of this are the fixed stakeouts, with differences in the concession depending on the province in which they fall, the wildlife institutes, the ZRC and ZRV, the guidelines for the liquidation of agricultural damages. Not to mention the situation of the ATCs, which without unitary guidelines, now present enormous differences in management, and where the unitary coordination that represented a reference for the Region has also broken down. These are just some of the consequences of 8 years of lack of planning by the Region. The meeting of 15 April presents some critical points regarding a large part of the hunting world on which reflection is necessary to obtain that clarity which has so far been lacking with the Department of Agriculture. Given that the times for the approval of the new plan are still very long, no less than 2 years, practically at the end of the current legislature, if we consider the fulfilments, the consultations, the transposition of changes and above all the mandatory environmental assessments , we can say that something is "inaugurated" that is far from seeing the light.
The doubts that have arisen
Furthermore, we have never seen a conference organized by the Tuscany Region where the conclusions are made by the president of a hunting association. Doubts arise about the actual paternity of the initiative and about the reasons that prompted councilor Saccardi to sponsor one association in such a strong way, effectively removing all representation from half of the regional hunting world. It is not just a matter of a choice of field but of a forcing that excludes the representatives of almost 30.000 Tuscan hunters. Our protests for a partisan event, blatantly organized by an association, with only the hat of the Region, only received vague proposals to repeat with us events similar to the one already scheduled for April 15th. Hunters don't care who arrives first, who publishes resolutions an hour in advance of their adoption, who uses the regional logo for their releases without being authorized.
The interest of hunters
Hunters are interested in hunting, land management, huntable species, periods, places, certainties. Not the fights or the races to see who raises the flag first. Up until the recent past, the Region had always had an inclusive role, aimed at involving all the stakeholders in the matter, in order to arrive at programming choices together. This no longer happens, with serious damage to the whole hunting world, which is increasingly divided and therefore weaker. Appeals to the unit of hunters are useless if these shortcuts are then taken. If at the April 15 conference the Region presents the Plan only to a limited and marginally representative audience, we ask that the same text be simultaneously published and made available to all the hunters' acronyms and for this we appeal to the Communication Guarantor, as well as to the President and Vice-President of the Regional Council (The Associations that make up the Control Room of Tuscany: Arcicaccia, Enalcaccia, Italcaccia and Liberacaccia of Tuscany).
