Arci Caccia works for unity. Fidc and Enalcaccia do not throw the ball in the stands
The National Presidency ARCI Hunting dealt with the problems relating to the difficulties that emerged in the steps of the unitary procedure agreed in the meeting of November 3 between the Recognized hunting associations and in the presence of the representatives of the CNCN. Preliminarily, the representative body of the manufacturers of sporting weapons believed not to proceed with the discussion on the unit and proposed to deal with issues relating to the referendum on the abolition of the hunting law. The referendum is being analyzed by the "Cassation" and many critical issues regarding the collection of signatures have been reported by the media. The participants agreed to enter into the merits of unitary relationships to overcome the formulation of "Control Room" and assuming unitary representation in perspective so as to be structured through the Statute of an Entity, a Federation or Confederation. It was decided to start a discussion between the national hunting associations recognized by the law, to write and share the deed and the constitutive rules. At the same meeting the Commission for the drafting of the Statute had decided that
after the communication of the associations it is composed as follows:
• Massimo Buconi - FIdC (awaiting the possible appointment of a delegate)
• Romeo Trotta - ANLC
• Giuseppe De Bartolomeo - ARCI Caccia
• Fabrizio Carlesino - Italcaccia lawyer
• Lawyer Fausto Buongiorni - EPS
The name of the Enalcaccia and the ANUU which had formalized its membership has not yet been received. For the CNCN, Dr. Pietrafesa communicated that even if the representations received were not complete, the commission could be convened in person or remotely, pending the other names.
ARCI Caccia, on November 17, 2021, signed by the National Vice President, Giuseppe De Bartolomeo asked to identify the date for a meeting and at the same time requested the reciprocal exchange of documents to prepare the proposals. The ARCI Caccia also indicated in the communication a date of possible conclusion of the work, December 15, 2021, to have time for the collective deliberations of the associations, which wanted to constitute the new unitary "system" of the Italian hunting world. After this communication, the FIdC and Enlcaccia asked incomprehensibly to postpone and review the decision, postponing a new meeting. Consequently, the EPS was suspended from the meetings of the so-called "Control Room".
The President of FIdC Buconi publicly returned to the subject, to declare the total opposition of FIdC to the single Association.
The Presidency took note of the decision, but the issue was not in the requests to the discussion table. The only Association is in the suggestions of the articulations of the Tuscany FIdC. ARCI Caccia confirms to President Buconi that the current perspective is not the only Association.
We work for a federation or confederation. We have proposed a Statute to the other Associations, albeit dated. A base that in the past worked for the National Union and in the Regions. Any model of a second degree ENTITY can be on the agenda.
It is our concern that problems not clearly represented in the general social body can create obstacles to the protection of the interests of hunters. The rules of democratic life of associations are other than the closed logics of top management and restricted boards of directors in which there is a risk of being closed. We are recommending the need to heed the unity questions of women and men who enjoy hunting.
A path in which the local communities have the right to be fully involved, the members we represent and who already coexist in ATC and CA, in the wild boar "teams", in sports activities, the latter, for shooting, positively in via of unification in CONI. The Associations are such by law and juridical recognition, they cannot evade the active participatory role of the members. The primary reference is volunteering, they cannot be reduced to "users" and consumers of insurance, the members as it might sometimes appear. ARCI Caccia “its intentions” discussed and approved them during the congress with the involvement of a broad social base. We are ready for the confrontation that will be considered more appropriate, to do quickly and well. We believe in the "dialectic" to mature a strong thought together and contaminate society, perhaps in a new democratically organized associative container.
We also start with setting up perspectives and statutes in the regions. More participation will allow for more and better qualifying points for the statutory purposes as well as for the organization of the new national and local unitary management groups. The difficulties encountered by the process of the referendum process abrogating law 157/92 are attentive and are not excuses, as in the past, to deny the hope of union, which hunters yearn for. We leave the siege "to the hunt". It is time to break the delay and put the relationship with civil society and with stakeholders at the center of the initiative in order to protect social, popular and unequivocal hunting. It is still possible to integrate the “forces” of associations with the planning of environmental and wildlife management bodies, ATC, CA, private institutes.
If supported and urged to evolve in their tasks, they can take on the responsibility of safeguarding biodiversity in front of the Italians, in collaboration with the Parks. The agro-forestry-pastoral territory will be the "field" of our wildlife management proposal. And citizens will be able to evaluate the work done. We believe that we can start from here to identify many common contents. Anyone think otherwise? Write it down, let's discuss it openly. There is no need for hypocrisy in relationships, which is an evil that hunters pay, as history has shown.
We propose to the national hunting associations to meet, and we also turn to EPS to review its "suspension" from the confrontation. Let us call ourselves, propose a date and already presidencies of the Associations and representatives of the Statute Commission, write and let us know the hypotheses to be disclosed. In the National Council, scheduled for next 18 December, ARCI Caccia will promote a listening campaign open to hunters, with no difference in membership cards to collect contributions, ideas, availability, inviting them to be a leading part of the rebirth of the Associations as well as to give value and strength to change the policies of the Bodies that want to govern biodiversity. Those who want to oppose the re-aggregation say so. The hunters are more advanced in the desire to meet again, compared to the unjustified delays promoted by the delegates to the insurance cards. Seeking shared solutions, even locally, is an imperative that cannot be avoided.
If there are other issues that cloud the drive, let's face them. It is necessary that everyone can get a clear idea of the forces at play.
The Associations are short of breath for the propaganda, the sometimes deceptive advertising to which hunters have been subjected, from politics with "farces" of inconclusive complacency and aimed only at their electoral interests.
It is no longer time for "bla, bla bla", but for official science and knowledge, which support the activity aimed at protecting that part of "creation" that we must claim to have in "trust" by the State, in the interest, we say proudly, of future generations.
If we work well, in January the national delegations and those in the regions will be able to convene the statutes, the elected representatives, the responsibilities. In June the States General. ARCI Caccia, with its volunteers, shunning the “routine of oblivion” chooses the offensive.
It would be more comfortable, less tiring, to lock ourselves up, not to decide, to float. Those who love hunting cannot afford it, and we also generationally oppose those who want to reduce us to interpreters of oblivion. We have a history, and the facts have shown it, we are the ones who try to stay one step ahead and help to show the way to the many brave builders who spend their energies for free on hunting: it was so for the law in place, with the CONI reform and with the referendums, by whomever they were promoted. The disinterested effort was left to us by the founder of ARCI Caccia, Carlo Fermariello, and we, who feed on the future and on renewal, will not escape this which can be a common commandment.
Looking forward to your reply, cordial greetings
