Hunting in Umbria: the reorganization of the ATCs and the suspension of the Tar for hare hunting were discussed at the Consulta Faunistico Venatoria, but Federcaccia announces a battle in court and reassures the hunters: the hare hunt is not closed.
As part of the meeting of the hunting faunal consultation held on 19 October 2012, the order issued by the TAR of Umbria regarding the appeal promoted by the hunting victims association against certain points of the hunting calendar was also discussed: article 3 - duck hunting - and article 4, opening and closing of the hare hunt.
Before any other consideration, it is appropriate to focus on the absolute lack of correlation between the contested points of the calendar and the victims of the hunt, especially as regards the tufted duck.
But let's move on. The order of the TAR accepted the appeal, setting the discussion on the merits as of May 22, 2013, which is the second nonsense of the whole affair, given that by that date the hunting season will have already ended for almost four months.
Federcaccia Umbra cannot but express deep indignation and bitterness for this system since, especially on the "hare hunting" point, the hunting calendar is in line with the law 157/92 (opening on the third Sunday of September and closing on December 31), bringing there was also a significant decrease in the hunting season, having set the closing date for 16 December.
We recall that the opinion of Ispra is, for these points, mandatory but not binding. In fact, the TAR, a state body, has given more value to an opinion from a scientific institute than the pure law of the state itself; this should make the hunting world reflect on what and how many risks could be run by assuming certain demagogic positions typical of some hunting associations, regarding the preparation of regional hunting calendars.
Federcaccia, ensuring the contestation of the provision during the discussion on the merits, believes that the ordinance, while suspending the hunting of the tufted duck, does not also suspend the collection of the hare species, which may continue to take place until the new closing date, that the regional council will establish shortly.
We must acknowledge and thank the councilor for hunting, who immediately activated through his managers with the regional lawyer, issuing a specific press release which confirmed this interpretation of ours, and specified that in the session of 23 October the new closing date of the hare hunt. Thus alarmist insinuations have also been dispelled, put around in these hours by some hunting circles.
The meeting then continued with the presentation of a proposal for the reorganization of the ATC, which would lead to a single regional body with subdivisions of the territory into a series of operational units, in order to allow a more precise and accurate management of the territory for scheduled hunting, and the contextual containment of expenses.
A proposal that meets the favors of Federcaccia and the regional hunting world, but which, in order to be followed in practice, will need qualified technical personnel, able to pursue the objectives.
