Hunting: Sardinia, CPA requests the dissolution of the Regional Fauna Committee for the issues that led to the suspension of the 2013-2014 Hunting Calendar.
Once again, yet another, we find ourselves expressing our bewilderment at the grotesque events concerning the Sardinian hunting calendar. Already with reference to the approved (and then suspended) calendar for the 2011/2012 season, we wrote that it was "inadmissible and unacceptable that organisms placed at the political and structural-functional top of the Government of our Region commit such obvious and macroscopic errors, such as the best ones reported in the reasons indicated in the conscious suspension of the hunting calendar issued by the Council of State. To us, but more generally to all Sardinian hunters, it is natural to ask ourselves how it is possible that a hunting calendar is issued which, already from the beginning, has such defects as to be revealed as illegitimate from the moment of its publication. It is now known that hunting and all decisions concerning it can no longer be taken unilaterally either at regional or state level, but must be the result of concerted choices and matured following a well-articulated preliminary and study phase which, specifically, it is delegated to technical bodies.
Basically, the aforementioned top management bodies of the RAS should well know, as recalled in July 2010 by the EU Commission, that the ISPRA opinion on regional hunting provisions, therefore also for the hunting calendar, must be considered mandatory ". past experience has taught nothing and also for the current season a hunting calendar has been approved without a binding opinion and therefore pathologically flawed since its origins, which is why it was rightly suspended by the Sardinia Regional Administrative Court.
The bewilderment that this affair creates is so much that we no longer know if we can speak of only superficiality, having regard to the modus operandi of the bodies responsible for drawing up the calendar or if, as seems more likely, we should speak of unjustifiable gross negligence! In the past we have already highlighted and asked that the officials responsible for the omissions indicated above be identified and that appropriate and due disciplinary measures be adopted against them. Unfortunately, our appeal fell on deaf ears! Despite this, and since we are firmly anchored to an idea of equitable justice, we still insist on this request: it is inadmissible that those who have made mistakes in the past, not respecting the regulatory provisions in force on the subject, persevere in their actions with impunity.
Probably someone overlooks the fact that these events have an economic implication of absolute importance and, due to the macroscopic errors of a few, cause a rather exorbitant spending of public money, which is also paid into the regional coffers by hunters. Therefore, having reserved the possibility of acting at the competent offices for the timely protection of the rights of Sardinian hunters, we ask that the dissolution of the Regional Fauna Committee be immediately ordered and that the necessary disciplinary procedures towards the regional officials responsible for happened.
Finally, it is also painful to note the fact that the Honorable Regional Councilor for Environmental Defense, who on several occasions has shown a keen interest in the problems of the Sardinian hunting world, has signed the hunting calendar without previously verifying the procedural regularity of the the drafting phase of the same: greater attention in signing deeds prepared by officials, towards which the same Councilor evidently places full trust, seems at least appropriate.
Currently the situation is even more nebulous and uncertain, in fact, we find ourselves with a calendar that is not defined as "maimed": with the early and unjustified closure of the hunt on December 29th, except for the wild boar, and with a new meeting, which should be restorative, of the CRF for 22 October next At this point, since we have paid the taxes in view of a certain hunting calendar (as already highlighted), we ask that in the next meeting of the CRF the stolen goods be returned to us and, on the basis of the original prescriptions of the calendar, we are given back the two hunting days (the Sunday of the opening and a Thursday) of which we have been unjustly deprived.
Since we are tired of the continuous farces that regularly occur every year, we mean that in the absence of positive response to our requests, we would take action without delay for the timely legal protection of the interests of our members.
